The Senior Programme Assistant focuses on Rule of Law and provides clerical, administrative and programmatic assistance to the Human Dimension (HD) under the direct supervision the Rule of Law Officer and indirectly by the Head of the HD.
The Senior Programme Assistant performs a variety of information gathering, monitoring, technical and administrative services including: collects information from records and reports and prepares periodic and ad hoc reports on programme and project activities; prepares control plans for the monitoring of programme and project implementation; contributes to the preparation of background information and of reports, project documents and submissions to local and national governments; evaluates and reports on projects, specifying results and lessons learned; and provides guidance on operational issues.

- Collecting, registering, reporting and maintaining information on project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, following up on all aspects of specific HD projects, including project formulation and provision of functional support to project implementation; in coordination with partners for implementation assesses program implementation and other related issues; report regularly to the immediate supervisor, prepare various written outputs, draft background and briefing papers;
- Monitoring and reporting on human rights and rule of law related legislation and developments, particularly at the national and local levels, using various sources of information such as: official documents, newswires and mass media, reports by state institutions, NGOs, local and international experts, reports by other international organizations and diplomatic missions, other sources;
- Drafting, preparing, implementing, monitoring and evaluating projects, budgets, financial and narrative reports related to the democratic institutions activities of the POiB. Assisting in the identification of national and international experts and other partners; arranging the logistical aspects related to the organization of events. Provide interpretation and translation when required/ Maintains the relevant documentation and filing system;
- Contributing to briefing, training and other reports related to the mission’s activities (Spot Reports, Background Reports, periodical Activity Reports, other reports as assigned), as well as talking points and speeches for the Head of POiB, Deputy Head of POiB, Head of the HD, Rule of Law Officer or other POiB staff. Drafting press releases and other public relations material related to the work of the Human Dimension. Attending seminars/roundtables and other events organized by state institutions, NGOs and other partner organizations, and preparing relevant memos to keep the office informed;
- Maintaining regular correspondence and working relations with state institutions (in particular Parliament, Government, the judiciary, General Prosecutor Office, State Registration Service, National Human Rights Institutions, the central and local governments and the law enforcement bodies), international and national non-governmental organizations, human rights defenders, and other diplomatic missions. Arranges meetings for RoLO, and/or other HD staff with officials, representatives of the international organizations and NGOs;
- Assisting and maintaining regular working relations with OSCE institutions (Secretariat, Office for Democratic Institutions and Human Rights/ODIHR, Office of the High Commissioner on National Minorities etc.) in the implementation of democratic institutions activities and/or inquiries related to Kyrgyzstan and during country visits by delegations;
- Accompanies the RoLO, and/or other HD staff on regular field visits and participate fully in subsequent discussions, decision making and follow up action as/when required. Prepares drafts and notes for RoLO and/or the Head of HD on specific issues and topics as and when requested;
- Performs other related duties on cross-dimensional issues;
- Performing other duties as assigned.

Monthly remuneration, subject to social security deductions is 946.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
