The incumbent works under the direct supervision of the National Counter-Terrorism Officer (NCTO) and provides programmatic support to programme and project activities related to anti-terrorism portfolio of the Politico-Military Dimension. |
|

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Collecting, registering, reporting and maintaining information and documentation on programmatic and project activities aimed at delivering programmatic goals; establishing and maintaining liaison with partners for implementation, following up on all aspects of the projects, including project formulation and provision of functional support to the project realisation; assessing programme progress and other relevant issues in cooperation with partners and beneficiaries of the project; reporting regularly to the NCTO and Programme Manager, preparing various written reports, drafting background and briefing papers;
- Monitoring and following up on the implementation progress of ongoing projects, investigating designated project activities, discussing findings with the NCTO to identify implications for the work of the OSCE Programme Office in Bishkek (POiB), as well as rationale and context of project activities, considering problem identification and problem resolution;
- Participating in the Programme team and largely in the POiB’s team discussions on the POiB project activities and planning; identifying priorities in project activities in the sphere of countering terrorism, police, drug trafficking, arms control and border security; assessing the relevance of activities in these areas for the overall goals and priorities of Programme and the POiB;
- Preparing project/programme reports, activities and budget requirements for the planning of Unified Budget Proposal; planning, coordinating and developing project budgets in close cooperation with the Fund Administration Unit (FAU) in the POiB; following up and keeping records on project expenditures and overall financial status; preparing Purchase Requisitions and Purchase Orders, receiving funds from FAU for project activities, preparing and submitting financial reports for the projects expenditures for projects as needed;
- Attending and contributing to briefings for visiting delegations on issues related to POiB’s mandate and activities in the assigned field including preparing background information on the developments related to countering terrorism, drug trafficking, border security, arms control and confidence and security building measures;
- Compiling general background information from available sources for the assigned areas; designing and drafting flow charts, schedules, graphs and tables; maintaining institutional memories or other documentation systems to record programme and project history and ongoing activities;
- Conducting field visits and participating in subsequent discussions and decision making regarding follow up activities; facilitating participation of local officials in conferences, seminars, workshops and other events organized under the auspices of the OSCE or other international organizations and accompany them when requested;
- Providing inputs for all reporting exercises (regular and ad hoc), drafts and notes for the supervisor on specific issues and topics as and when requested; providing accurate interpretation when necessary for the PM and other international staff members as requested to do so, during official meetings; receiving visitors and responding to routine requests for information;
- During the absence of other programmatic staff, providing support as directed by the NCTO to ensure that activities and communications in the respective portfolio are maintained in line with an agreed action plan;
- Performing other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Secondary education supplemented by formal studies in office administration, languages, social science, political science;
- At least 6 years of working experience with law-enforcement agencies preferably in international organizations. Good knowledge of the national political structure and political aspects of Kyrgyzstan; knowledge of Kyrgyz networking;
- Established good knowledge and high level of skills in project planning, implementation, monitoring and evaluation procedures and ability to collect and comprehend versatile information to perform appropriate analysis of the Programme related issues and ability to comprehend the situation in the area and region;
- Computer literate with practical experience with Microsoft applications;
- Excellent written and oral communication skills in English, Russian and the local language;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into task and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 946.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
