Background
     
    The OSCE Programme Office in Bishkek (POiB) is seeking a qualified individual for the Senior Programme Assistant post in Bishkek within the Politico-Military activities.
     
Tasks and Responsibilities
     
   

Under the supervision of the Senior Police Adviser the Senior Programme Assistant:

  1. Collects, registers, reports and maintains information on project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, following up on all aspects of the project, including project formulation and provision of functional support to project implementation; in coordination with partners for implementation assesses programme implementation and other related issues; reports regularly to the Senior Police Adviser, prepares various written outputs, drafts background and briefing papers;
  2. Follows up on the implementation progress of ongoing projects, investigating designated project activities, discussing findings with the Senior Police Adviser to identify implications for the work of the POiB as well as rationale and context of project activities, considering problem identification and problem resolution;
  3. Coordinates the collection and verification of documents, actions and data; assembles and edits basic data required for planning and negotiation, as instructed by the Senior Police Adviser; checks project documents for clarity, consistency and completeness;
  4. Prepares project/programme reports, activities and budget requirements for the planning of Unified Budget; plans, coordinates and develops project budgets in close cooperation with Fund Administration Unit (FAU) in the POiB; follows up and keeps records on project expenditures and overall financial status; prepares PR´s, receives funds from FAU for project activities, prepares and submits financial report for the projects expenditures for UB projects and for EXB projects if needed;
  5. Compiles general background information from available sources for the assigned sector or area; designs and drafts supporting flow charts, schedules, graphs and tables; maintains institutional memories or other documentation systems to record programme and project history and on-going activities;
  6. Attends and contributes to briefings for visiting delegations on matters relating to the POiB’s mandate and other important sectors pertinent to the organisation’s mission;
  7. Pays field visits and participates fully in subsequent discussions and decision making regarding follow up actions on the projects;
  8. Provides inputs for all reporting exercises (regular and ad hoc), drafts and notes for the supervisor on specific issues and topics as and when requested; provides accurate interpretation and translation when necessary for the Senior Police Adviser and other international staff members as requested to do so and takes minutes during official meetings; receives visitors and respond to routine requests for information;
  9. During the absence of other assistants ensures that activities and communications are maintained in line with an agreed interim action plan;
  10. Performs other related duties as requested.
     
Necessary Qualifications
     
   
  • University degree in Law, International studies, Public Policy, Political Science Economics or Public Administration;
  • Minimum of six years of working experience in the field, preferably with international organization or with NGOs or different governmental institutions;
  • Good knowledge of the Programme related issues and ability to comprehend the situation in the area and region;
  • Very good knowledge and high level of skills in project planning, implementation, monitoring and evaluation procedures;
  • Excellent written and oral communication skills in English, Russian and Kyrgyz languages;
  • Ability to collect and comprehend versatile information in aim to perform appropriate analyses;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience in Microsoft applications.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 909.83 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
