The OSCE Programme Office in Dushanbe is looking for a highly qualified, motivated and experienced professional for the position of Senior Programme Assistant to Rule of Law.
|

|
|
Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Rule of Law Officer, the incumbent performs the following duties:
- Provides advice on and assists in project implementation, including organization of events (seminars, conferences and roundtables);
- Performs research and review of documents (in Russian and Tajik) in areas of relevance to the Human Dimension in general and Rule of Law in particular, produces summaries in English and submits them to the supervisor;
- Follows the media on a regular basis and provides summaries related to the Rule of Law in Tajikistan;
- Drafts contributions to activity and background reports;
- Drafts Notes Verbale and Terms of References, in Russian and in English;
- Assists in preparing documents for Implementing Partnership Agreements;
- Reviews financial and narrative reports provided by Implementing Partners and monitors IP activities on a regular basis;
- Attends relevant meetings, working groups, roundtables, workshops, conferences and other events, prepares relevant records on events attended (including memos for the file and minutes of meetings where the Office is the organizing party);
- Establishes, maintains and develops contacts with local authorities, universities, research institutions and NGOs, as well as with the government at mid-level (deputy heads of departments, heads of sections);
- Assists in cooperating with international organizations and institutions;
- Organizes delegations to OSCE events abroad (invitations, logistic arrangements, etc.);
- Performs other relevant work as required by supervisor.

Necessary Qualifications |
|
|
|
|
|
|
|
- Higher education in law, political or social sciences, Master’s Degree preferred;
- Minimum 6 years relevant working experience with established analytical skills;
- Ability to produce background reports, conduct independent research;
- Good communication and organizational skills and the ability to establish and maintain contact with project partners, NGOs, governmental officials;
- Good knowledge of international Human Rights & Rule of Law standards and the legal & political system of the Republic of Tajikistan;
- Computer literate with practical experience in Windows and Microsoft applications;
- Excellent written and oral communication skills in English, Russian and Tajik;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|

|
|
Monthly remuneration, subject to social security deductions, is 894.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
