Background: The number of vacant posts is three: the OSCE Project Co-ordinator’s Office is seeking one Senior Programme Assistant for each of the following Dimensions: the Economic and Environmental Dimension (EED), the Political- Military Dimension (PMD) and the Human Dimension (HD).
The Senior Programme Assistant(s) report to the Senior Project Officers and the National Project Officer and provide overall support and assistance in the implementation of each Dimension’s projects in conformity with the Mandate of the OSCE Project Co-ordinator in Uzbekistan (PCUz). This includes assistance in programme and project development, assessment and management, implementation of activities in support of OSCE Ministerial and Permanent Council decisions, conducting research on subject matters for developing new projects, assistance in identification and coordination with the national and international stakeholders, identification of local stakeholders for OSCE events, representing the PCUz at international, regional and national events.

Tasks and Responsibilities: Under the guidance of Senior Project Officers and National Project Officer, the incumbent for EED, PMD and HD performs the following duties:
Project Development, Implementation, and Management functions:
a. Functioning as a key point of contact in the PCUz for programmatic-related issues, responsible for the implementation and coordination of ongoing projects and other project activities relating to the specific programme within the office. b. Establishing and maintaining contacts with the relevant government officials and state structures as well as civil society institutions; providing support to the government in the implementation of programme-specific projects. c. Analysing and identifying urgent project requirements of the country not addressed by other agencies; formulating proposals for those strategic priorities in consultation with the supervisor.
d. Designing project proposals, contributing to fundraising efforts and implementation of projects approved; coordinating the initiation of project activities with potential project partners and donors.
e. Co-ordinating project implementation by identifying problems and proposing specific actions to be taken to expedite delivery of inputs; drafting comments on designated aspects of project progress and inputs to project monitoring; drafting project revisions, including adjustments to individual project budgets on the basis of changed work plans.
f. Facilitating technical support to the government from expert institutions in consultation with the government, the OSCE Project Coordinator in Uzbekistan, the OSCE Secretariat and in co-ordination with international institutions/regional organizations and bi-lateral representations present in Uzbekistan
g. Monitoring ongoing project work and collaborate with national stakeholders and counterparts.
h. Performing interpretations and translations from and to Uzbek, English and Russian languages as needed.
Reporting, Analysis and Advisory functions:
i. Based upon a thorough evaluation and analysis of the programmatic sector, preparing recurring or ad hoc reports, overview’ and analysis of trends that would affect the project work of the OSCE Project Co-ordinator in Uzbekistan
j. Providing advice to supervisors and local partners as required.
k. Attending various OSCE and non-OSCE events, and participate on behalf of the supervisor or OSCE Project Co-ordinator in Uzbekistan in various OSCE and non OSCE events, making authorized statements and providing after-action reports with recommendations for follow up.
l. Performing other duties as required.
Minimum Qualifications: • High school diploma, preferably supplemented by relevant technical or university courses • At least six years of relevant experience in government or international organizations/NGOs of private sector institutions dealing with issues related to the comprehensive approach to security as applied by the OSCE. • Computer literate with practical experience in Microsoft packages; Work experience within the ORACLE-based system will be an asset; • Excellent written and oral communication skills in English, Russian and Uzbek languages; • Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package • Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
