General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Previous international work experience and/or experience in field missions in South-Eastern Europe
  • Proven skills in political analysis and reporting, and in dealing with sensitive political situations and issues
  • Experience in managing diverse analytical, policy or research teams
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Ability to operate windows applications, including word processing and e-mail
  • Flexibility and ability to work under pressure and with limited time frames

 

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
  • Knowledge of the current political situation in Serbia

 

 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM), and direct supervision of the Head of Political and Press Affairs,the Senior Political Officerperforms the following duties:

 

  1. Provides political analysis relevant to the activities of the Mission¿s programmatic departments in respect to their projects/programmes, especially those implemented in the Sandzak/Raska and South Serbia regions;
  2. Provides guidance to the Head of Mission's Office, in co-ordination with the Head of Political and Press Affairs, on policy adjustment based on the input received from the departmental programmatic activities;
  3. Establishes and maintains close contact with Embassies, International Organizations, international and national NGOs working in the areas of activity corresponding to the Mission's mandate; consults, co-operates and co-ordinates activities with these organizations;
  4. Facilitates and participates in meetings of the HoM and DHoM with their counterparts in the Embassies, International Organizations and NGOs, especially on issues related to Sandzak/Raska and South Serbia regions;
  5. Assists in the co-ordination of the Mission's tasks and activities with Heads of Departments and with project managers;
  6. Prepares periodical reports, as well as briefing notes, talking points and other material for HoM and DHoM;
  7. Performs other tasks of a political nature, as required by the HoM or the DHoM.
