General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience in political reform, support to political parties, early warning and conflict prevention mechanisms as well as combating transnational threats 
  • Good drafting, analytical and communication skills 
  • Experience in liaising with governmental and non-governmental organizations 
  • Flexibility and ability to work under pressure and with limited time frames 
  • Cultural sensitivity and judgement 
  • Professional fluency in the English and Russian languages 
  • Good experience in identifying potential relevant programmes and projects and their subsequent implementation, monitoring and reporting 
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the regional political development as well as legislative and political reform issues in Central Asia
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head, Politico-Military Unit, the Senior Political Officer:

  1. Monitors and reports on the political situation in the country and serves as the Centre's reporting and analysis officer;  
  2. Compiles and co-ordinates the drafting of activity, spot, background reports; co-ordinates the preparation of background and briefing materials for high level incoming delegations;
  3. Liaises with governmental authorities, the Parliament and political parties, including the local authorities, universities, research institutions and non-governmental organizations; 
  4. In co-operation with the Political Officer in the Osh Field Office, is responsible for the resource/project management of the Politico-Military Activities Programme in the area of political institutions development and RECAP (Reconciliation, Conflict prevention And Peacebuilding);
  5. Co-ordinates closely with relevant OSCE units and institutions in identifying, designing, implementing and reporting of specific projects and/or activities related to the area of political institutions development and RECAP (Reconciliation, Conflict Prevention And Peacebuilding); 
  6. Supervises six of the Unit's staff working in the above mentioned areas; 
  7. Performs other duties as required.
