OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter- ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime. |

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of the Political Adviser and in close cooperation with the members of the Political and Reporting Unit, the incumbent will be responsible for:
- Supporting dialogue with Government representatives, political parties and civil society, through:
- Assisting in developing and maintaining contact with external stakeholders to ensure continuous dialogue with political parties, parliamentarians, government officials and civil society organizations, and to strengthen and further widen the Unit’s network of contacts;
- Organizing meetings with political interlocutors and accompanying the Chief of Unit and other international team members to meetings;
- Producing background material and drafting talking points for meetings, and providing interpretation at meetings as required;
- Monitoring and analyzing political and legislative developments, more specifically:
- In co-ordination with members of the Unit, monitoring political and security developments, election issues and issues affecting inter-ethnic relations by gathering information, analyzing data and assessing trends;
- Analyzing and regularly informing the Unit about the activities of Parliament and providing details and analysis about planned and ongoing legislative processes; replacing the Mission's Focal Point for Parliament in her/his absence;
- Providing regular updates and briefings on political and legislative developments;
- Following and reporting on reform processes and priorities in areas of the Mission’s mandate and programmatic work, in particular on Parliament, through:
- Assisting in regular monitoring of reform priorities of the host country institutions relevant to the Mission’s mandate and the country’s strategic priorities; keeping track and, maintaining record of the Government and Parliament reform priorities, action plans, adopted decisions and conclusions with an impact on the Mission’s work with host country institutions;
- Drafting background briefings, memos and concept notes on planned or adopted legislation and policies, and their political background and implications;
- Assisting in the outreach to Parliament regarding the Mission’s programmatic work with the institutions, liaising internally about concrete developments, requests for assistance and any identified areas for programmatic support;
- In coordination with the Political/Reporting Officer and Political Adviser, preparing inputs for the Political and Reporting Unit and Senior Management, more specifically:
- Regular and ad-hoc inputs on political and legislative developments, including for weekly, bi-weekly and spot reports;
- Reports ranging from short briefings to substantial policy analyses, and recommendations for appropriate courses of action by the Mission;
- Meeting notes and summaries of discussions with political interlocutors; talking points, background papers, briefers, input for speeches and other correspondence;
- Performing other duties as required.

Necessary Qualifications
|
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of North Macedonia;
- Completed secondary education supplemented by formal studies in political science, social sciences or administration;
- Minimum 6 years of relevant working experience dealing with developments of a political, social and economic nature;
- Established knowledge of political issues in the country and ability to collect and comprehend a wide range of information and perform appropriate political analysis;
- Experience in liaising with political parties, parliamentarians, governmental officials and civil society;
- Computer literate with practical experience with Windows packages;
- Excellent written and oral communication skills in English and in local languages;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions, is approximately EUR 1,564.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
