The position is assigned to the Office of the Head of Mission with the OSCE Programme Office in Bishkek. The incumbent works under the direct supervision of the Senior Policy Officer (SPO) and overall supervision of the Deputy Head of Mission and has the primary purpose of supporting the work of the SPO. This involves activities directed to contribute to the effective realization of the mandate of the Programme Office in Bishkek (POiB) and includes monitoring, research, analysis and reporting as well as relevant administrative tasks. |

Tasks and Responsibilities |

|
Under the supervision of the SPO, the Senior Political Assistant:
- Continuously acquires and maintains up-to-date knowledge of the social, political, and economic developments in the country that are of relevance to the field mission’s programmatic work, in line with its mandate;
- Conducts background research on wide a range of issues of relevance, in particular, but not limited to important governmental programmes (e.g. Taza Koom), and contributes to the drafting of fact-based informative inputs for the field mission’s senior management, as well as the regular and ad-hoc reports of programmatic relevance;
- Supports the daily administration of POiB assistance to the Kyrgyz Government for the national strategic initiatives (e.g. Taza Koom) and provides relevant support to the Deputy Head of Mission in this respect;
- Co-ordinates the submission of programmatic reports and information from relevant units of the POiB, verifies the accuracy of submissions, compiles them and prepares initial drafts of these reports;
- Contributes to the drafting of the talking points, meeting notes, briefing materials as well as with inputs for speeches in the areas pertaining to the scope of the mission’s mandate;
- Attends internal and external meetings and prepares informative and succinct notes on these meetings;
- Translates relevant texts and documents from Russian into English and vice versa;
- Performs other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Completed secondary education, supplemented by formal studies in political science, international affairs, regional studies, peace and conflict studies, public policy or related areas; advanced degree is desirable;
- At least 6 years of work experience in a related field, including working on information monitoring, drafting reports as well project management and project administration;
- Proven analytical, research and drafting skills;
- Excellent written and oral communication skills in English and Russian; Kyrgyz is an asset;
- Computer literate with practical experience in Windows applications, including word processing and email;
- Ability to establish and maintain effective and constructive working relationships with people of different nationalities, religions and cultural backgrounds;
- Cultural sensitivity, resourcefulness, initiative, maturity of judgement and team spirit;
- Flexibility and ability to work within limited time frames and under pressure;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 946.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
