Background

 

 

 

 

 

 

 

The position is assigned to the Office of the Head of Mission with the OSCE Programme Office in Bishkek. The incumbent works under the direct supervision of the Senior Political Officer (SPO) and has the primary purpose of supporting the work of the SPO. This involves activities directed to contribute to the effective realization of the mandate-regulated programmatic work of the OSCE Programme Office in Bishkek and includes monitoring, research, analysis and reporting tasks.

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

  1. Continuously acquires and maintains up-to-date knowledge of the social, political, and economic developments in the country that are of relevance to the field mission’s programmatic work, in line with its mandate;
  2. Assists the SPO in developing and maintaining contacts with the representatives of government, political parties, civil society organizations, media, and international partners in the country;
  3. Conducts background research and contributes to the drafting of fact-based informative inputs for the field mission’s senior management, as well of the regular and ad-hoc reports of programmatic relevance; 
  4. In co-ordination with the mission’s dimensions staff as well as the national legal staff promptly follows the national legal developments of relevance to the work of the SPO unit; 
  5. Contributes to the drafting of talking points, meeting notes, briefing materials as well as with inputs for speeches in the areas pertaining to the scope of the mission’s mandate;
  6. Co-ordinates the submissions of programmatic reports and information from the relevant units of the OSCE Programme Office in Bishkek, verifies the accuracy of submissions, compiles them and prepares initial drafts of these reports;
  7. Translates relevant texts and documents from Kyrgyz and/or Russian into English and vice versa;
  8. Attends internal and external meetings, at the request of the SPO, and prepares informative and succinct notes on these meetings;
  9. Provides support to the SPO in the implementation of administrative and logistic tasks;
  10. Performs other duties as required.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

  • Completed secondary education, supplemented by formal studies in political science, international affairs, regional studies, peace and conflict studies, public policy or related areas; advanced degree is desirable;
  • At least 6 years of work experience in a related field, including working on information monitoring and drafting reports;
  • Proven analytical, research and drafting skills; 
  • Excellent written and oral communication skills in English and in any of the local languages;
  • Computer literate with practical experience in Windows applications, including word processing and email;
  • Ability to establish and maintain effective and constructive working relationships with people of different nationalities, religions and cultural backgrounds;
  • Cultural sensitivity, resourcefulness, initiative, maturity of judgement and team spirit;
  • Flexibility and ability to work within limited time frames and under pressure;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package

 

 

 

 

 

 

 

Monthly remuneration, subject to social security deductions is 909.83 EUR/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
