General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written communication skills
  • Knowledge of International Police Standards and human rights
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Police administrative courses in relevant field and specialized subject area

 

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Proven working experience in the field of police training development, monitoring and management, focussed on the area of advanced and specialized police training for capacity building purposes and the evaluation of their effectiveness and efficiency;
  • Proven experience as a police trainer including evidence of supervisory training and the management of training;
  • Sound knowledge of adult learning and teaching techniques and conducting training needs analysis;
  • Professional ability to design, monitor, co-ordinate and implement training strategies, plans and curricula for the police;
  • Proven experience in project management (planning, designing, budgeting, management, evaluation);
  • Professional researching, analysing, drafting, editing, report writing  and presentation skills;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Professional fluency in English including excellent written and oral communication skills;
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
  • Professional ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations);
  • Knowledge of regional political history and developments;
  • Practical experience and/or working knowledge of the OSCE, UN, NATO, EU or other similar bodies;
  • Previous experience working in a capacity building role in South Eastern Europe.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of Police Development and Monitoring Section, should you be the selected candidate, you will perform the following duties:

 

  1. Providing subject matter expertise and assistance to the Ministry of Internal Affairs and Kosovo Police in the process of analysis of existing and drafting of new relevant capacity building related documents, strategies and action plans;
  2. Overseeing, monitoring, analysing and evaluating all aspects of training development related to  advanced police and forensic curricula, ensuring high quality of instruction and human right compliance of all material;
  3. Arranging the design and delivery of new programs (internally or externally sourced);
  4. Assisting in the co-ordination of donor efforts to support activities and initiatives;
  5. Drafting project documents, performance reports and thematic reports upon request;
  6. Liaising closely with the responsible counterparts in OSCE Headquarters Vienna and other OSCE Field Operations as well as local and international stakeholders assisting in the further development of effective advanced and specialized curriculum for police;
  7. Attending seminars, workshops, conferences and courses relevant to the post as required by the Mission;
  8. Performing other duties as assigned.
