The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior Payroll Assistant with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities | ||
Under direct supervision of the Human Resources Officer and overall supervision of the Chief of Human Resources, the incumbent is responsible for maintaining all payroll records through IRMA Payroll module, timely and accurate processing and completion of payroll in the SMM: 1. Timely and accurate processing and completion of payroll ensuring that all entitlements are correctly implemented and recorded in the system: - Examining all incoming documents affecting salaries and entitlements ensuring that they are complete and in compliance with the relevant Staff and Financial Regulations and Rules; - Reviewing HR data for payroll purposes through IRMA Payroll module and forwards for final payroll approval to supervisors; - Reviewing the payroll for all Mission Members and the payment of Board and Lodging Allowance for Mission Members (seconded and contracted international staff), creating and checks payroll reports from IRMA; - Reviewing all payroll deductions; - Ensuring proper application of Salary advances for all local and international Mission Members; - Coordinates and guides the work of Payroll Assistant. 2. Performing first level control over the administration of the Mission payroll and verification of payroll entries; reviewing calculations, processing and verifying correctness of payroll related entries through standard payroll reports in accordance with the Organizations' payroll calendar; 3. Certifying, on behalf of Special Monitoring Mission to Ukraine (SMM), Labour distribution for local and international Mission Members, ensuring that budgetary requirements are met; 4. Advising Mission Members on appropriate payment arrangements and banking system advantages/disadvantages in the Mission; Entering banking details into the system; updating payment instructions when requested by a mission member; 5. Investigating problems or answers to queries in relation to payroll including all aspects of entitlements from various parts of SMM; Delivering HR/Payroll introduction part of the Mission Induction Course for newcomers, both national and international; 6. Reviewing data on salary entitlements, changes in status, social security, health insurance, dependency allowances and provident fund etc.; Ensuring that correct amounts are being input into the system (IRMA), investigating and correcting any discrepancies; 7. Performing related duties as assigned.

Necessary Qualifications | ||
- Ukrainian citizenship or holding permanent resident status in Ukraine; - Completed secondary education; formal specialized training in the area of HR and/or finance and accounting; - At least 6 years of work experience in the field of HR and/or finance and accounting, preferably in an international environment; - Computer literate with practical experience with Microsoft application; - Experience with an integrated Human Resource Management and Payroll computer applications (preferably Oracle); - Professional fluency in English, Ukrainian and Russian languages, excellent written and oral communication skills in the mentioned languages; - Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; - Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities; - Cultural sensitivity and judgment. |

Remuneration Package | ||
Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale. | ||
