Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:

Proven working experience in the field of combating organized crime coupled with experience in the area of drug trafficking
-
Sound knowledge of organized crime as a phenomenon and experience in interview techniques, crime case documentation and supervision of drug trafficking investigations
-
Evidence of training supervision, both as a certified police trainer/instructor and as a manager of training
-
Proven experience in the management of drug trafficking training courses for capacity building purposes and evaluation of their effectiveness
-
Ability to provide high quality technical advice in the development of programmes, methodologies and policies with a view to improving the practical implementation of drug trafficking training courses
-
Ability to design, co-ordinate and implement drug trafficking strategies, training plans and support for police
-
Proven experience in project management (planning, designing, budgeting, management, evaluation)
-
Flexibility and ability to work under pressure and within limited time frames
-
Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity

Analyzing, drafting, reporting and presentation skills

Ability to operate Windows applications, including word processing and email
Desirable:

Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations)

Knowledge of regional political history and developments

Practical experience and/or working knowledge of the OSCE, UN, NATO and EU authority mechanisms and local authorities

Previous experience of working in a capacity building role in South Eastern Europe

Tasks and Responsibilities |
Under the direct supervision of the Chief of Organized Crime Advisory Section, the Senior Organized Crime Adviser (Drug Trafficking) performs the following duties:

Oversees, analyses and reports on systemic drug trafficking training aspects and provides assistance and advice through utilizing on-site visits and analysis of reports/records (e.g. court records, inspectorate reports, assessment reports, existing strategies, etc.);

Supervises, assesses and evaluates (reaction level, training level and performance level) all aspects of the Trainer Development Training as well as drug trafficking training, ensuring high quality instruction and interpretation;
-
Takes remedial action with regards to training materials, lesson plans, train the trainers and curriculum development;

Arranges the design and delivery of new programmes (internally or externally sourced) as necessary;
-
Provides subject matter expertise to be used in drafting relevant curricula according to the training needs of the beneficiaries;
-
Assists in the co-ordination of donor efforts in developing the drug trafficking training;
-
Provides advice and assistance on the development of local and regional strategies dealing with drug trafficking using contemporary investigation methods;
-
Liaises closely with responsible counterparts in the OSCE Headquarters in Vienna and neighbouring OSCE field missions, as well as local and international stakeholders assisting in the further development of effective drug trafficking training;

Attends training seminars and courses relevant to her/his post as required by the Mission;

Performs other duties as assigned.
