General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven work experience in a supervisory/managerial position in a national police service
  • Proven experience in the implementation and management of Counter Violent Extremism (CVE) related training courses for capacity-building purposes, respective training needs assessments and evaluation of their effectiveness
  • Strong evidence in developing, managing, implementing and evaluating CVE programmes and concepts
  • Knowledge of the current dynamics and trend of radicalisation and extremism, drawing on multiple sources including experts, secondary literature, new and traditional media and human sources; provides in-depth analysis of the context, conflict and developments of the overall situation as well as in the specific communities of intervention
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Ability to design, co-ordinate and implement developmental strategies, action plans and training plans to support the Kosovo Police (KP) in the respective area of policing, particularly in utilising community policing practices bespoke to countering violent extremism in their communities
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Analysing, drafting, reporting and presentation skills
  • Ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Proven experience in the delivery of train the trainer courses on specialised subject area
  • Knowledge of regional political history and developments
  • Knowledge of OSCE principles, structures, institutions, field activities and commitment
  • Practical experience and/or working knowledge of EULEX, UN, NATO/KFOR, EU/EC bodies, as well as local institutions
  • Previous experience in working in a capacity-building role in South Eastern Europe
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Serious and Organized Crime Section, the Senior Organized Crime Adviser (Counter Violent Extremism) performs the following duties:

  1. Conducts analysis of information, statistics and data to identify needs of the KP in the area of Counter Violent Extremism (CVE), recommends the course of action to be taken and implements this action, when required;
  2. Develops and implements comprehensive criminal intelligence and CVE training programmes for the KP to strengthen the skills of police officers at all levels, including special training needs assessments;
  3. Provides advice and assistance on developing strategies, action plans and training plans to deal with CVE by using contemporary investigation methods;
  4. Assists, mentors and supports the KP in criminal intelligence related police activities and initiatives throughout Kosovo;
  5. Supports the KP implementation of CVE ensuring that the community policing agenda is incorporated, through workshops, training and presentations;
  6. Supervises and evaluates the CVE project implementation to ensure efficiency and effectiveness;
  7. Drafts project documents and implements projects (sourced internally or externally) through all the stages of the project management cycle, based on the OSCE  Project Management Tool Kit;
  8. Liaises closely with the responsible counterparts in the OSCE Secretariat, as well as neighbouring OSCE field missions, local and international stakeholders of all kind;
  9. Drafts thematic, analytic and performance reports;
  10. Directly supervises one staff and provides guidance to national staff, instructors and consultants, if necessary;
  11. Performs other duties as assigned.
