Tasks and Responsibilities |

|
|
The Senior Operations Assistant is one of three local staff positions working in the Special Monitoring Mission Head Office (SMM HO) Operations Unit, performing duties in support of the planning, executing and tracking of SMM operational activities. This position is responsible for the review and on-going development of data and information management systems and for the preparation of programme reports.
Under the guidance and supervision of the Deputy Head of Operations, the Senior Operations Assistant performs the following functions:
- Provides statistical analysis support to Operations Unit’s planning, organizing, tracking and directing of the Monitoring Team’s (MT) day-to-day activities.
- Extracts information from the 15 MT and Patrol Hub daily Personnel and Vehicle Status Reports (PVSR) Patrol Plans, Patrol Reports and Daily Reports in order to track the execution of patrolling activities by the MTs throughout Ukraine.
- Checks the accuracy of the date provided in the PVSR reports and gives feedback to the MT where required.
- Proposes improvements to the PVSR data collection, template and formatting to support analytical tasks, improve efficiency and to reduce overlapping work between the MTs and HO.
- Develops methods of data extraction and analysis from above mentioned sources of data, in order to answer routine and ad hoc questions on patrol activities posed by senior management, the Conflict Prevention Centre (CPC) and other interested authorized parties.
- Conducts statistical analysis of patrol and MT activity, prepares reports in a variety of electronic and narrative formats.
- Flags anomalies or unexpected trends in patrol activity that become apparent as a result of analysis, bringing issues to Operations Unit staff for follow-up or resolution.
- Coordinates with operations and administrative staff in the MTs in order to ensure accuracy and completeness of data and resulting reports.
- Liaises with the Reporting and Political Analysis Unit’s Trend Analysis Adviser as required with a focus on the analysis of statistics related to ceasefire violations, freedom of movement violations and other reported events.
- Develops and maintains custom information management products such as spreadsheets, graphs and charts for use in answering questions related to field operations for SMM senior management and higher echelons of OSCE.
- Within own area of responsibility, identifies problems and brings issues to the attention of the Deputy Head of Operations, and proposes possible actions, where relevant.
- Performs other duties as assigned.

Necessary Qualifications |
|

|
|
|
|
|
- Citizenship of Ukraine;
- Completed secondary education supplemented by formal studies or further certified courses in the field of statistics, accounting, business management, human resources, or equivalent.
- At least six years of experience in a government office or international work environment setting are required.
- Extensive previous use of analytical and presentation tools and statistical analysis is required.
- Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
- Ability to operate windows applications, including word processing, Excel, and e-mail;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Cultural sensitivity and judgment.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security / Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
