The general minimum requirements for working in this field of expertise are:
- Demonstrable organizational skills
- Proven ability to communicate effectively, both orally and in writing
- Demonstrable interpersonal skills and documented experience in negotiations
- Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
- Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Ability to quickly establish contact and constructive relations with local population and officials
- Knowledge of the political-military history, minority, education and religious issues and recent developments in the mission area
- Good analytical skills
- Certified training in communications, personal protection including mine awareness, map reading and first aid required
- Good organizational skills, including experience with project management
- Willingness to undertake monitoring in difficult terrain, with lengthy hiking possible
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Cultural sensitivity and judgement
- Flexibility and ability to work under pressure and within limited time frames
- Professional fluency in the English language
- Ability to operate computer windows applications, including word processing and e-mail
Desirable:
- Experience as a team leader in an international working environment
- Knowledge of the local language or most common lingua franca spoken in the mission area
- Experience in off-road driving

Tasks and Responsibilities |
Under the direction of the Chief of Monitoring Unit (MU), the Senior Monitoring Officer:
- Assists the Unit's management in providing relevant guidelines and co-ordination of the Monitoring Unit (MU) team deployed in his/her AoR and ensures harmonised functioning of the team as a whole; assists in developing policy in the areas of interest of the Monitoring Unit;
- Manages, co-ordinates and evaluates the work of a team of three international and four national staff based in the Field Office Tetovo;
- Acts as the Field Office Focal Point (FOFP) to liaise between relevant units of the Mission HQ and the field office (in accordance with the ToR of the FOFP document);
- Ensures that Monitoring teams deployed in his/her AoR are operating in line with the Mission priorities, standard operating procedures and instructions and assigns the Monitoring Officers specific tasks and activities;
- Supervises, advises and supports the work of the Monitoring Officers, including monitoring inter-ethnic and intra-ethnic incidents and provides appropriate follow-up;
- Monitors specific issues that develop in the relevant AoR, and is involved in MU core activities including project management;
- Provides specialised expertise and analysis in relevant areas such as security, political, religious issues, education, civil society, minorities etc. in the mission area;
- Co-ordinates with other departments of the Mission about relevant thematic activities issues and conducts briefings for other programmes;
- Provides internal training and mentoring to new MU members deployed in his/her AoR;
- Acts as replacement of the Chief of Monitoring Unit during her/his absence;
- Performs other duties as required.
