Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required

Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mission Specific Requirements |

Mandatory:

Ability to quickly establish contact and constructive relations with local population and officials

Certified training in communications, personal protection including mine awareness, map reading and first aid required

Willingness to undertake monitoring in difficult terrain, with lengthy hiking possible

Ability to operate computer windows applications, including word processing and e-mail

Professional fluency in the English language

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Experience in leading international teams in different circumstances

Tasks and Responsibilities |
Under the direction of the Head of Mission/Deputy Head of Mission and the Chief of Monitoring, the Senior Monitoring Officer:
-
Represents and manages the Monitoring Unit in the Field Station Tetovo and co-ordinates and evaluates the work of a team of three international and four national staff;
-
Ensures that the Monitoring Officers are operating in line with the Mission priorities, standard operating procedures, and instructions and assigns the Monitoring Officers specific tasks and activities;
-
Assists, advises and supports the work of the Monitoring Officers, including monitoring inter-intra ethnic incidents and appropriate follow-up;
-
Prioritises, strategises, and assists in developing policy in the interest areas of the Monitoring Unit and operates in consultation with the Chief of Monitoring and the Monitoring Officers in the Area of Responsibility (AoR);

Analyzes general political and security developments in the AoR;
-
Co-ordinates with other departments of the Mission about relevant issues;
-
Assumes overall responsibility for the reporting of the Tetovo Monitoring team such as contribution for Weekly Reports, Spot Reports and Background Reports;

Monitors specificissues that develop in the relevant AoR, as necessary;
-
Performs other duties as required.
