- First-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology

- Professional fluency in English, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
- Good analytical and interpersonal skills

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Knowledge of and experience with print and electronic media production and the respective state of the art technology;
- Demonstrated knowledge of the specifics of public broadcasters as nationally accessible provider of independent media content;
- Experience with the digitalization of broadcast media;
- Proven experience in project management;
- Sound analytical skills;
- Good negotiation and diplomatic skills and proven experience in this area;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Knowledge of OSCE principles and commitments desirable;
- Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information;
- Cultural sensitivity and judgment;
- Ability to operate windows applications, including word processing and e-mail.
Desirable:
- Working experience in public broadcasting;
- Experience in managing EU funded projects;
- Experience in media regulatory affairs;
- Knowledge of the political situation in South Eastern European countries.

Tasks and Responsibilities |
Under the supervision of the Head of the Democratization Department, the incumbent is responsible for developing and administering media-related projects within the Department. In particular, the Senior Media Officer fulfils the following tasks:
- Working on further developing the Albanian media institutions and legislation, harmonizing local media standards with European ones, strengthening independent media and media institutions, cultivating responsible media freedom and supporting good journalistic practice;
- Developing, administering and monitoring the implementation of media development projects, as well as the supporting of local media;
- Administering and organizing training seminars and visiting delegations;
- Establishing and/or maintaining contacts with directors, editors and journalists of the broadcasting and print media, e.g. radio and television stations in the Tirana area;
- Co-operating with International Organizations and NGOs present in Albania, and if necessary, with OSCE colleagues in neighbouring missions and the Office of the OSCE Representative on Freedom of the Media;
- Preparing and editing projects and reports as required;
- Attending meetings and representing the Media Development Unit as required;
- Performing other duties as required.
