Background
This vacancy is open only for persons with the citizenship of the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (expected to run until 18 February 2021).
The incumbent will work within the project "Support for Victims and Witnesses of Crime in Serbia" (ExB #2400710), which is placed within the Human Rights and Criminal Justice Unit of the Rule of Law and Human Rights Department.
Tasks and Responsibilities
Under the supervision of the National Legal Officer, the incumbent provides assistance in the implementation of project activities aimed at strengthening Serbia's criminal justice system in order to support the establishment of a national support network for victims and witnesses of crime in Serbia. Specifically, the Senior Legal Assistant:
- Conducts legal research on legislation related to victim support policies and the realisation of victims' rights in other jurisdictions;
- Prepares background material and working papers, drafts reports, correspondence on the subject matter, briefing papers, summaries, evaluations, speaking notes, talking points on the basis of the research conducted;
- Contributes actively to the planning and implementation of activities;
- Provides administrative and logistical support for the organisation of meetings, capacity-building (training) activities, seminars, round tables, conferences, Project Steering Committee meetings, study visits, retreats and other events organised in the context of the project;
- Submits Purchase Requisitions for goods and services needed for the project;
- Drafts Terms of Reference for experts/consultants and other service providers;
- Prepares implementing partner agreements and monitors the implementation of the activities undertaken by the implementing partners;
- Makes travel arrangements for contracted experts, conference participants and staff members;
- Provides interpretation or translation when necessary;
- Maintains co-operation and outreach activities with external partners, to facilitate and ensure their support and participation in project activities, including submission of financial and narrative reports and other documents by implementing partners;
- Ensures proper visibility of the project via social network accounts of the OSCE Mission to Serbia (e.g. Facebook, Twitter, etc.);
- Performs other duties as required.
Necessary Qualifications
- Citizenship of the Republic of Serbia;
- Secondary education, supplemented by formal studies or training in law/human rights, administration or project management;
- Minimum 6 (six) years of relevant working experience in project administration and/or project implementation related to human rights or justice sector;
- Knowledge of the organisation and functioning of the Serbian judicial system, national law, as well as standards related to the rights of victims;
- Ability to conduct research and collect information from a variety of sources;
- Computer literate with practical experience in Microsoft packages;
- Excellent written and oral communication skills in English and Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package
The incumbent will receive a one-year Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance, until the end of the Project. The Project is expected to run until 18 February 2021.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,730.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
The OSCE retains the discretion to re-advertise the vacancy, cancel the recruitment, offer an appointment at a lower grade or offer an appointment with a modified job description or for a different duration.
