Mandatory:

Experience in legal analysis and interpretation, as well as understanding and drafting of legal acts

Experience in curriculum and training design and development, including training needs assessment and evaluation of impact

Experience in the management and organization of training programmes, preferably for the benefit of legal professionals

Strong analytical and problem-solving skills

Excellent knowledge of the English language, with the ability to review legal, policy and procedural documents

Capability of drafting legal documents and reports under pressure and within tight deadlines
-
Experience with transition and hand-over of knowledge process within limited timeframes

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Flexibility and ability to work under pressure and with limited time frames

Ability to operate windows applications, including word processing and e-mail
Desirable:

Experience of working in international field mission operations

Previous experience of working in OSCE election operations

Knowledge of specific elections and political issues of the mission area, including: international and OSCE standards for democratic elections, public administration, civil and voter registration, political party training, voter education, media and elections, international and domestic election observation, political representation of communities, legal appeals and election dispute resolution

Knowledge of the local language or most common lingua franca spoken in the mission area

Tasks and Responsibilities |
Under the supervision of the Chief of Election Division, the Senior Legal Advisor to ECAP (Election Complaints and Appeal Panel):
-
Advises the ECAP Chairperson, Panel Members and their Secretariat with regards to the effective functionality of the complaints and appeals process;
-
Considers the application of the currently applied complaints and appeals process in regards to the electoral framework reform and advises accordingly;
-
Advises and supports the effective resolution of complaints and appeals during election periods according to procedures, applied standards and within timelines;
-
Advises and supports the development of an ECAP annual operational and work plan;
-
Assists the ECAP in identifying training needs related to its work, including the enhancement of its operational and investigative ability;
-
Advises on the achieving of ECAP materials in electronic form and hard copy, sensitive to data protection and other relevant issues;
-
Carries out research and provides advice on a variety of legal issues, complaints and appeals adjudication process;
-
Acts as point of reference to the Mission through the Division of Elections on all matters related to the complaints and appeals process;
-
Advises on and provides support in the design of work plans/projects, and supports the set up of the archive system;
-
Reports on activities and outcomes as required;
-
Advises on and provides support in the preparation and co-ordination of trainings related to the work of the ECAP, as well as in the management of project proposals;
-
Carries out representation activities in support of the Chair/ECAP with relevant local and international stakeholders;
-
In conjunction with the Deputy Chief of Elections, supports the design and implementation of sustainable institutional management programmes;
-
Performs any other duties as assigned.
