The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior Learning and Development Assistant with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities    
     
   

The incumbent is fully involved in the overall learning and training cycle, learning activities, including design, facilitation, organization and delivery of internal formal and informal training and events as indicated by all Mission’s needs assessment and supervisor. Develops and delivers learning programmes and projects in various subjects, depending on the skillset, and needs within the Mission. The incumbent prepares and drafts training reports in various formats, maintains schedules and databases with files, and takes full responsibility of the operational side of the training office under the guidance of Chief, Learning and Development:

 

1. Supports the Unit, as well as the direct supervisor in regard of reporting of budgeted learning plans:

 

a) Prepares detailed plans for new learning events and assures plans are followed up and actioned. This responsibility is carried out by containing the full learning cycle: from needs analysis, design of programme, lesson plans, content, evaluation to more direct follow up on individuals.

b) Assists in the preparation of the annual LDU budget together with other colleagues and supervisor in order to provide sufficient internal capacity to cover various implementation programmes in the planning process.

c) Drafts specific training and learning reports and minutes according to requirements.

d) Maintains the Unit’s internal database including creation of the databases of contacts details, training modules, records and participants’ information. Provides statistics for training reports, and provides training records information upon request.

e) Maintains all records and filling system related to training events in IRMA. Undertakes actions in extracting extensive attendance reports from IRMA or internal excel data, at any time requested and needed.

f) Maintains training files, attendance lists and evaluation forms from own learning projects.

g) Acts as Intranet Focal Point for publicising own learning projects and events.

h) Attends training related meetings and reports to direct supervisor.

 

2. Co-operates with direct supervisor in conducting the preparatory phases and processes for learning implementation:

 

a) Ensures adherence to internal learning strategy developed for the Mission.

b) Implements plans for regular and new training events and assures those plans are followed up and actioned.

c) Prepares training materials and presentations for specific courses and activities that require subject-matter expertise.

d) Liaises with participants, internal trainers, SMM Units and Teams, as well as other parties (training providers and other OSCE Missions and external consultants) regarding internal and external training and learning processes.

e) Performs training and learning needs analysis together with other LDU members in identified areas for mission members in the Mission; prepares reports on the TNA/LNA.

f) Prepares Terms of Reference for training providers and training services.

 

3. Implements tailored learning events in line with identified needs, internal Staff Instructions and in consultation with other Units and Teams under guidance of direct supervisor:

 

a) Develops comprehensive modules, lesson plans and learning materials on basis of conducted needs analysis.

b) Conducts learning projects Mission-wide that are in line with the OSCE competency model and core organization values in English, Ukrainian and Russian languages.

c) Works on learning and development events together with various subject-matter experts in the Mission in order to support implementation of various programmes.

d) Delivers learning activities with other LDU members or internal instructors/trainers upon identified requests from both Head Office and Field Teams, including support of on-the-job coaching sessions, job-shadowing activities and mentoring programmes for various groups.

e) Assesses impact of own delivered learning projects including the received constructive feedback, identifies areas for further development, works out implementation plan for follow up activities.

f) Works on development and implementation of lessons learned concept by collating feedback and course evaluations, consolidates the results, monitors the trends and changes, analyses data to improve the effectiveness of learning and development initiatives and establishing SMM’s best practices in training and learning and development.

g) Evaluates effectiveness of training initiatives, suggests updates, expansion and tailors programs based on the feedback received.

h) Enables the effectiveness of capacity building programmes (training of trainers, mentorships, leadership) on required subjects within Units and Field Teams.

 

4. Performs any other duties as required.

     
Necessary Qualifications    
     
   

-        Ukrainian citizenship or holding permanent resident status in Ukraine;

 

-        Completed secondary supplemented by formal studies in adult education, human resources management;

 

-        Minimum of six years of relevant working experience, a substantial part of which in implementing training and learning activities, administrative training procedures, databases and programmes;

 

-       Computer literate with practical experience in IRMA Oracle Training Module, Microsoft Office applications and other needed online training software;

 

-        Excellent written and oral communication skills in English, Ukrainian and Russian languages;

 

-        Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

 

-        Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

 

-        Cultural sensitivity and judgment.

 

 

     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
