General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced degree in law
  • Minimum of three years of experience, either as a judge, prosecutor, attorney or monitor
  • Excellent analytical and legal drafting skills
  • Experience in conducting research and analyse information on a wide range of legal issues
  • Good organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information
  • Professional fluency in oral and written English
  • Cultural sensitivity and judgment
  • Ability to operate windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Desirable:

  • Experience in project management
  • Practical trial experience or experience in trial observation
  • Professional working experience in a transitional, developmental or post-conflict setting outside the applicant's country of nationality
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Rule of Law and Human Rights Department, the Senior Judicial Officer will perform the following duties:

  1. Monitors, analyses and reports on the activities of justice institutions and on rule of law related developments in Albania;
  2. Monitors, in particular by trial observation, and analyses the operation of the judiciary in light of applicable international fair trial standards, identifies gaps in the domestic legislation and drafts respective recommendations;
  3. Provides assistance, in close co-operation with the national and international stakeholders, to the Albanian authorities for the implementation of recommendations;
  4. Serves as project manager on legal matters, in particular in the area of the justice reform;
  5. Analyses and comments on the draft legislation and policies;
  6. Prepares or assists in the preparation of various documents, including internal and external reports, memos, briefing notes, talking points and comments;
  7. Establishes and maintains the close working relationships with international and national partners;
  8. Provides rapid analysis on a wide range of legal issues;
  9. Assists the Head of the Rule of Law and Human Rights Department in the programmatic and administrative management of the department;
  10. Represents the Rule of Law and Human Rights Department and the Presence at meetings, conferences and seminars as required and appropriate;
  11. Supervises one staff member;
  12. Performs other duties as assigned.
