Background    
     
   

The Department of Management and Finance (DMF) is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. The Budget and Finance Services Section consists of the Accounts Unit, Budget Unit and Treasury.

 

Information and Communications Technology Services (ICTS) ensures efficient, available, and cost-effective management, operation and utilisation of Information Technology (IT) in support of the core business of the OSCE. This comprises activities associated with co-ordination, operation, management, development and implementation of Information and Communications Technology (ICT) supported projects and infrastructure.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief Functional Support Unit and overall guidance of Deputy Director ICT, the IRMA Senior Functional Support Assistant is responsible for the following:

 

  1. Providing functional support for the OSCE Enterprise Resource Planning (ERP) system “IRMA” (Integrated Resource Management System)in the areas of finance, budget, and projects/grants accounting;
  2. Playing the pivotal role in communication and co-ordination of operational support activities with external vendors for remotely hosted system components;
  3. Assisting the OSCE ERP first-level support with issues resolution and providing second-level support for the OSCE ERP system; providing resolution for incidents and requests not resolved by the OSCE ERP first-level support and co-ordinating issues resolution and tracking of ongoing service requests;
  4. Maintaining the configuration information for the specific ERP modules;
  5. Co-ordinating and performing testing and deploying of updates and patches in accordance with OSCE IT policies;
  6. Creating functional design solutions and performing implementation of OSCE ERP modules and enhancements in accordance with determined ICTS demand management requirements and priorities;
  7. Exercising constant ERP life cycle discipline and performing functional analysis, proposing and implementing enhancement/amendments, preparing documentation and if necessary, retiring ERP components and modules;
  8. Participating actively in functional processes re-engineering following requirements from functional units;
  9. Maintaining active communication with main business stakeholders of the ERP system and assisting in demands management and planning;
  10. Contributing to the development of new reports and forms for the needs of managers and users; additionally, contributing to the development and implementation of user support and training modules and manuals;
  11. Performing project management activities for specific ERP or ICTS projects using one of the ICTS adopted project management methodologies (Prince2, Agile);
  12. Performing other duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal studies in Computer Science and Information Technologies;
  • Minimum of six years of advanced Oracle E-Business Suite (EBS) functional experience in Project/Grant Accounting, Budget, GL, AP/AR; including SQL in Oracle environment with knowledge of data-structure of aforementioned modules;
  • Established experience in functional testing activities;
  • Experience in co-ordination and execution of medium to large scale Oracle EBS functional patching and upgrading;
  • Practical experience in projects implementation methodologies (Prince2, Agile);
  • Development experience using Oracle EBS standard tools is desirable;
  • Professional fluency in English, including excellent oral and written communication skills; knowledge of other OSCE working languages is an asset;
  • Ability to work under minimal supervision;
  • Ability to work in a team and establish and maintain effective working relationships with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 4,385 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
