Background:

The Presence has supported the strengthened role of the Albanian Parliament and its capacity building in performing the core functions using a multi-year and multi-angle approach. The Parliament and Civic Education Project in Albania (“PACEP” or the “Project”) builds on the Presence’s more than a decade success in working with the Assembly of Albania (the “Parliament”). By making available significant funding resources from the Swiss government over a four-year timeframe, the Project will be able to improve core functions of the Parliament through human resource strengthening, innovative technology solutions and improving transparency and public outreach. The Project targets the parliamentary staff, members of Parliament (“MPs”) and civil society and the public at large. The Project features a major component designed to strengthen the e-Legislation system, that will entail improving the efficiency and transparency of the legislative process workflow, eventually incorporating current parliamentary documents and the parliamentary archives into a single database repository which will be made available to public. The Project has approached strategic planning with the Parliament in a more systematic and holistic way, providing regular structured support to senior management and engaging international expertise and giving guidance on how to plan and budget in the context of a dynamic and political institution. As a distinct sub-set of the Parliament’s overall Strategic Plan, the Project will focus concentrated effort on developing an ICT strategy. The main objective of the ICT strategy is to make use of information technology and tools available to improve the Assembly functions and promote inclusive participation in legislative process in |Albania During the inception phase of the Project, and preparations for the Assembly’s Strategic Plan,  it was noticed that the ICT strategy remains a critical need to define goals which include but not limited to the e Legislation system, other digital developments under the current circumstances with teleworking, remote access through IT tools under the Covid19 Pandemic, as well as public outreach and transparency through live broadcasting of parliamentary activities.

 

Tasks and responsibilities:

The purpose of the ICT strategy is setting the goals and developing a working plan to achieve those goals. The international expert in cooperation with the Project team and Assembly IT staff will:

1. Prepare an evaluation report (6-10 pages) on the current IT environment of the Assembly with follow up recommendations and topics to be considered on the ICT strategy. The inputs of the actual IT environment will be sent to the expert by the IT service of Assembly and facilitated through the OSCE Project team. When relevant expert can directly ask information by conducting questionnaires, interviewing, polls or calling, e-mailing directly and copying the Project team; 2. Collect and analyse information including specific needs from the organisational units of the Assembly: a. Legislative service, Administration service, b. Information and Documentation service, c. Monitoring of |Independent Institutions service, Foreign Relation service d. Bureau of Assembly, e. Secretariat of Technology and Transparency f. leadership of Assembly include but not limited to, by conducting questionnaires, interviewing, site visits, polls etc; 3. Facilitate 6 online discussion sessions and guidance to Assembly staff in assessing needs and objectives from the organisational units of the Assembly administration and the MPs with regard to ICT solutions, tools and equipment. 4. Define objectives and develop activities in line with the main priorities laid down in the Assembly's Strategic Plan; 5. Organize at least five on-line briefing sessions (2-4 hours each) between Assembly staff and OSCE ASU team, with the objective of discussing about activities to be incorporated within the ICT strategy; 6. Two on-site visits to the Albanian Assembly, under the supervision of the Project Manager (PM)/National ICT Officer (or 4 online webinars if covid19 pandemic situations will not allow for physical travel) 7. Develop the ICT strategy document (including implementation plan) with prioritization, timelines, estimated budgets, success criteria, and risk assessment;

 

Expected Output/Deliverable:

1. Evaluation report of the current IT environment, including recommendations and work plan for follow up activities for the development of ICT strategy (between 6-10 pages) 5 weeks after the signing the contract 2. One report with analysis of the needs and requirements of Albanian Assembly to be addressed in the ICT strategy (5-7 pages) 8 weeks after the signing the contract 3. Two on-site visits to the Albanian Assembly, under the supervision of the Project Manager (PM)/National ICT Officer (or 4 online webinars if covid19 pandemic situations will not allow for physical travel) 1 visit during the first month and 1 visit during the last month 4. Final document of ICT Strategy (3-4 years) and annual Implementation Plan for 2021-2022 10-12 weeks after the signing the contract

 

Necessary Qualifications

• Degree in Computer Science, additional advanced degree in public administration or business management is a plus. • At least 5-7 years of IT experience, preferably in managerial positions on supervising and monitoring IT systems operations, designing and monitoring the IT system implementation, developing IT strategy and monitoring its implementation; • Experience in strategic planning and recommend courses of action for technology-related improvements; • Extensive knowledge of how ICT solutions can support, enhance and facilitate the Parliamentary Services; • Proven in-depth knowledge and understanding of ICT and e-development issues in EU and/or other European national parliaments; • Fluent in English, including excellent report writing and presentation skills

 

Remuneration

The payment for this consultancy will be in line with OSCE applicable rates.
