Please note that this is a temporary assignment for the duration of 5 months 29 days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department for Management and Finance (DMF) provides managerial, financial and administrative services to OSCE participating States, the Secretariat, Institutions and field operations. It provides policy guidance on the management of OSCE financial and material resources, and develops and maintains the OSCE Financial Regulations and Rules and Financial/Administrative Instructions.

 

Information and Communications Technology Services (ICTS) ensures efficient, available, and cost-effective management, operation and utilisation of Information Technology (IT) in support of the core business of the OSCE. This comprises activities associated with co-ordination, operation, management, development and implementation of Information and Communications Technology (ICT) supported projects and infrastructure. Developed and launched in 2006, the POLIS Online Information System is a group of integrated web applications that provides its users with:

 

  • a digital library for internal and external law enforcement professionals, as a repository of information relating to all transnational threats-related activities in field missions, including lessons learned, good practices, events, country profiles related to law enforcement and criminal justice systems and external sources of specialist knowledge;
  • an online collaboration platform, allowing staff and experts to hold structured discussions and collectively develop training materials and publications;
  • an e-learning course platform on OSCE thematic topics available for specialist audiences or the public, depending on the course;

 

POLIS also has associated social media presences that are used for outreach and promotion purposes.

     
Tasks and Responsibilities    
     
   

Under the direct guidance and supervision of the Information Management Officer, the incumbent will be responsible for maintaining the POLIS digital library, online collaboration platform, e-learning course platform, and social media presences. More specifically, she/he will perform the following duties:

 

  1. Co-ordinating and implementing content-related tasks, including: (a) monitoring activities related to countering transnational threats conducted by the OSCE from various sources such as mission reports and press releases; collecting and preparing materials for publication in the POLIS digital library and assigning such materials with the proper permissions and metadata; (b) publishing relevant transnational threats-related events on the POLIS digital library web site and (c) creating and managing online collaboration spaces in POLIS based on respective project managers' requirements, taking decisions on their information structure, managing user access and exercising technical moderation of all spaces;
  2. Supporting users and promoting POLIS by: administering registered users and providing assistance when requested, soliciting user feedback, and developing outreach and communication strategies to promote the use of the system by staff and external stakeholders;
  3. Developing and managing standard operating procedures, technical documentation and user guides;
  4. Quality assurance/functional testing of changes and additions to the system, including reviewing e-learning courses to determine that they are free of structural and grammatical errors and are ready for publishing;
  5. Monitoring and reporting on system usage and performance to management and other stakeholders;
  6. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education; a first-level university degree in library sciences, information management, or information technology would be an asset;
  • Minimum of six years of experience in information management and information technology as they apply to collection, development, management and reference services; Knowledge and understanding of current trends in these fields;
  • Practical experience in managing library, knowledge management, expert community, and/or e-learning web sites is essential;
  • Experience of web site development and management is desirable, including familiarity with Content Management Systems (preferably Drupal), Search Engine Optimization (SEO), HTML, Single Sign-On (SSO), and user support;
  • Experience related to law enforcement, transnational threats or related areas is desirable;
  • Certification and practical application of ITIL Foundation and PRINCE2 Foundation is desirable;
  • Professional fluency in written and spoken English is required, working knowledge of Russian would be an asset;
  • Ability to operate as a team member and foster a unified team environment;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national, cultural and professional backgrounds, whilst remaining impartial and objective.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 4,487 a month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.

 

Please note that appointments are made at step 1 of the applicable OSCE salary scale.
