Background:
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The ICT Senior ICT Assistant reports directly to the Chief ICT and designs, develops, implements and manages ICT infrastructure and related services for ODIHR, plans and develops telecommunication systems and security of ODIHR ICT systems, acts as a second line of ServiceDesk support and, during conferences prepared by ODIHR, acts as the technical coordinator of ICT services.

 

     
Tasks and Responsibilities:
     
   

The ICT Senior ICT Assistant reports directly to the Chief ICT and designs, develops, implements and manages ICT infrastructure and related services for ODIHR, plans and develops telecommunication systems and security of ODIHR ICT systems, acts as a second line of ServiceDesk support and, during conferences prepared by ODIHR, acts as the technical coordinator of ICT services.

  1. Ensure that all ODIHR programmes have effective internet and intranet support including for the Local Area Network and Wide Area Network by designing, developing, implementing and managing support service strategies and plans, managing all telecommunication links and related services and resource, and carrying out maintenance and improvements projects. Maintains server and communication rooms facilities. Manages ODIHR cloud services.
  2. Secure ODIHR ICT assets by maintaining security equipment (firewalls), designing and implementing firewall security policies, recommending security measures, monitoring internet traffic, managing configuration and managing encryption and the corporate VPN.
  3. Provide communication tools for end users by managing telecommunication voice systems.
  4. Acts as a backup administrator for server infrastructure, including server hardware, operating systems and virtualization environment.
  5. Responsible for system integration of various operating systems including but not limited to MS Windows, Linux, and Mobile devices operating systems.
  6. Support ICT ServiceDesk operations by providing first level helpdesk assistance to ODIHR staff on a regular - 0.5 day in a week basis, covers helpdesk shifts during ServiceDesk staff holidays, provides additional support during high load in ServiceDesk.
  7. Performs other duties as assigned
     
Necessary Qualifications:
     
   
  • Completed secondary education. Supplementary formal  technical training in computer science and related coursework is desirable;
  • Six years of practical experience in the field of information technology and telecommunication;
  • Experience identifying, analysing and resolving hardware and software problems;
  • Experience producing appropriate user documentation, templates and hierarchical models to ensure that the Internet/Intranet information platforms developed can be appropriately used, supported, maintained and enhanced;
  • Experience using TCP/IP and other networking protocols and security solutions;
  • Experience using computer communications packages (i.e. Internet-client site) and equipment;
  • Practical experience with Cisco IOS Networking systems and products;
  • Practical experience with Cisco Unified Call Manager and interlinked Cisco services (Voice Messaging, VoIP transmission);
  • Experience and certification in administering CISCO platforms is a strong asset;
  • Experience with Microsoft Server software family and Microsoft Active Directory infrastructure;
  • Experience maintaining the absolute confidentiality and security of information;
  • Excellent written and spoken communication skills in English. Working knowledge of Polish is desirable.

Remuneration Package:
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 8,445. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 56 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
