General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Advanced university degree in law, political science, international relations or other related fields
  • Knowledge of international and European human rights standards, in particular in relation to community rights and property issues
  • Management experience and team-building ability
  • International field work experience in monitoring, reporting and policy-making
  • Strong analytical and problem solving skills
  • Professional fluency in the English language and the capability of drafting documents under pressure and within short deadlines
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and within limited times frames
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Knowledge of one or more local languages
  • Knowledge of the regional political situation and legal system in the mission area
  • Demonstrated negotiation and/or conflict resolution skills
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Director of the Regional Centre (RC) and the Deputy Director of the Human Rights and Communities Department, the incumbent works within the Regional Centre Gjilan/Gnjilane of the OSCE Mission in Kosovo. The Senior Human Rights Officer:

 

  1. Supervises and co-ordinates the work of the Departmental professional and support staff of the Governance Team or Communities Team in the Regional Centre's areas of responsibility;
  2. Liaises with the Director of the Regional Centre on activities, municipal monitoring and policies;
  3. Implements and co-ordinates monitoring instructions received from Headquarters through the Director of the Regional Centre;
  4. Compiles relevant reports on Departmental activities and disseminates the reports appropriately;
  5. Performs specific monitoring tasks in relation to community rights, property rights, non-discrimination issues and other human rights concerns as directed;
  6. Assists and co-ordinates the implementation of projects in the field;
  7. Performs other duties as assigned.
