Background    
     
    OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
     
Tasks and Responsibilities    
     
   

The incumbent is assigned to the Fund Administration Unit (FAU) Programme and works under the direct supervision of the Chief of Fund Administration (CFA); the incumbent will carry out functions related to staff recruitment and retention, payroll, performance management and staff training. More specifically, the incumbent will be responsible for:

  • Ensuring the correct and consistent application of OSCE Staff Rules and Regulations as well as other common policies and procedures, developing mission-specific policies and guidelines where appropriate;
  • Providing advice and guidance to mission management and staff on the full range of human resources issues;
  • Organizing the entire recruitment process of national and international staff and experts, drafting vacancy notices, pre-screening applications, organizing the tests and interviews and reporting on the selection decisions;
  • Overseeing contract and payroll administration in respect to benefits and entitlements of staff in the Mission; initiating extension and termination of appointments processes; administering personal files for each OSCE officials;
  • Overseeing the administration of the Oracle-based human resource management information system, including the maintenance of the staffing table and production of HR reports; overseeing all payroll related actions for both international and national staff including overtime, leave requests, social security contributions, deductions, etc…
  • Overseeing the performance management process for all mission members and ensuring implementation of the Organization’s policies on professional working environment;
  • Participating in identification of training needs for the staff; maintaining the yearly training plan of the Mission and ensuring its’ implementation;
  • Advising on disciplinary matters and the conflict resolution process in accordance with established policies and procedures;
  • Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Secondary education supplemented by formal training in Human Resources Management, Public or Business Administration or other related field
  • Minimum of 6 years of working experience in human resources and/or personnel management, preferably with an international organization
  • Proficiency in Microsoft software packages; knowledge and experience of Oracle or other ERP systems
  • Excellent oral and written communication skills in English, Romanian and Russian languages
  • Gender sensitivity and ability to work with people of different nationalities, religions, languages, and cultural backgrounds
  • Organizational, analytical and problem-solving skills and the ability to work under pressure when necessary
  • Communication and inter-personal skills, coupled with the ability to take initiative
  • Resident of the Republic of Moldova.

Remuneration Package    
     
    Monthly remuneration is EUR 764.50.  OSCE salaries are exempt from taxation in Moldova. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
