Mission Specific Requirements |

Mandatory:

University degree in Law, International Human Rights Law, Political Science, International Relations, Public Policy, or other human rights related areas

Minimum six years of relevant experience, including experience in project management in an international setting

Understanding of the strategic and regional issues related to human rights, education and good governance

Knowledge of the political structures and current political situation in Bosnia and Herzegovina

Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms
-
Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity, with tact and diplomacy in dealing with both external persons and multinational staff

Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information

Strong interpersonal skills and ability to work independently, and to participate effectively in a team-based information sharing environment

Professional fluency in oral and written English

Ability to operate windows applications, including word processing and e-mail

Tasks and Responsibilities |
Under the supervision of the Deputy Director (Programmes) of the Human Dimension Department (HDD), the Senior Human Dimension Officer/Head of Field Office will be responsible for the co-ordination of the Human Dimension programme activities in his/her area of responsibility. Senior Human Dimension Officer/Head of Field Office will also ensure co-ordination between the political and programmatic aspects of the Mission¿s work and is responsible for providing timely and accurate advice to the Head Office on these issues. Specific duties include:

Supervises the Heads of Field Offices (Brcko and Srebrenica) within his/her Area Of Responsibility (AoR) to ensure that activities implemented are consistent with the Human Dimension programme objectives;

Ensures that the Department¿s resources are used effectively and efficiently to achieve the Human Dimension programme objectives;
-
In co-operation with the Heads of Section in HDD, supports programme implementation through provision of mentoring and advice to the Heads of Field Office on programme policy and implementation and intervening directly with local counterparts where necessary;

Liaises with governmental, non-governmental and international organisations active in sectors relevant to the Human Dimension Programme in the AoR to gather information and ensures appropriate field level co-ordination;
-
Acquaints him/herself with local political and social conditions and proactively seeks information which might have an impact on the current implementation and future development of the Human Dimension Programme in his/her AoR and advises the Head Office accordingly;

Provides timely and accurate advice to the Head Office and the field on all aspects relevant to the implementation and future planning of the programme;

Informs the HDD Heads of Section about programmatic issues, ensuring that programmatic activities are consistent with political objectives and that political obstacles to programme implementation are brought to the attention of the Head Office;

Carries out the administrative duties of the Head of Field Office; ensures that all Office staff work in compliance with the OSCE regulatory framework;

Attends security briefings on behalf of the Office organized by EUFOR LOTs, local police and other relevant organisations and inform all Office staff of the current security situation as appropriate;

Supervises 3 international and 5 national staff members;

Performs other duties as required
