General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • University degree in Law, International Human Rights Law, Political Science, International Relations, Public Policy, or other human rights related areas
  • Minimum six years of relevant experience, including experience in project management in an international setting
  • Understanding of the strategic and regional issues related to human rights, education and good governance
  • Knowledge of the political structures and current political situation in Bosnia and Herzegovina
  • Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms
  • Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity, with tact and diplomacy in dealing with both external persons and multinational staff
  • Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information
  • Professional fluency in oral and written English
  • Ability to operate windows applications, including word processing and e-mail


  • Knowledge of the local language or most common lingua franca spoken in the Mission area
  • Previous experience of working with international organizations
Tasks and Responsibilities

Under the supervision of the Deputy Director (Programmes Unit) of the Human Dimension Department, the Senior Human Dimension Officer/Head of Field Office will be responsible for overseeing the day to day implementation of the Human Dimension programme activities in his/her area of responsibility. The incumbent is responsible for providing timely and accurate advice to the Head Office and the field on all aspects relating to the implementation of the Human Dimension programme. S/he also provides first line support and supervision to the Heads of Field Office, ensuring that programme implementation is consistent with the department's strategy. The Senior Human Dimension Officer/Head of Field Office is also the principal adviser on programmatic issues of the Senior Representative of the Head of Mission. Specific duties include:

  1. Supervises two Heads of Field Offices (Trebinje and Livno) within his/her area of responsibility (AoR) to ensure that activities implemented are consistent with the Human Dimension programme;
  2. Ensures that the Department's resources are used effectively and efficiently to achieve the Human Dimension programme objectives;
  3. Provides assistance to Heads of Field Offices in developing programme plans and strategies within AoR;
  4. Liaises with governmental, non-governmental and international organizations active in sectors relevant to the Human Dimension Programme in the AoR to gather information and ensure appropriate field level co-ordination;
  5. Provides timely and accurate advice to the Head Office and the field on all aspects relevant to the implementation and future planning of the programme;
  6. Performs other duties as required.
