- University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
- Demonstrable organizational, communication, analytical and interpersonal skills

Additionally, this particular post has specific requirements:
Mandatory:
- Previous thematic experience in one or more of the following fields: economics, environmental issues, anti-corruption, property issues, public administration, regional planning, local government;
- Previous working experience and thorough knowledge of Project Cycle Management;
- Professional fluency in the English language, with analytical and research experience and excellent drafting and reporting skills;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Relevant, preferably programme-focused, experience in government structures, international organizations, NGOs, or public policy development;
- Experience in negotiating and liaising with governmental authorities;
- Flexibility and ability to work under pressure and within tight deadlines;
- Ability to operate Windows applications, including word processing and e-mail;
- Availability to travel in and outside Albania.

Tasks and Responsibilities |
|

|
|
|
|
|
The OSCE Presence in Albania’s Governance, Economic & Environmental Issues Department develops and implements programmes, and provides advice, in diverse sectors of good governance including anti-corruption, anti-trafficking, local government and decentralisation, property and environmental crime. Under the direct supervision of the Head of the Governance, Economic and Environmental Issues Department (GEEID), the Senior Governance Adviser performs the following duties:
- Monitoring, analysing and advising on governance issues in Albania, and developing activities to improve the situation;
- Supporting the Head of Department in co-ordinating and managing GEEID staff;
- Ensuring the quality of the Department's written output;
- Drafting project proposals and monitoring the implementation of the related projects, working closely with implementing partners and beneficiaries;
- Liaisining and co-operating with the other departments of the presence in the design and the implementation of new cross-cutting activities/projects;
- Maintaining close working relations with all national and international partners at the appropriate level;
- Performing other duties as assigned.
