Tasks and Responsibilities |
Under the direct supervision of the Deputy Head of Mission (DHoM) and the Head of the Good Governance Department, the Senior Good Governance Officer: 1. Serves as Acting Head of Good Governance in absence of the Head of Good Governance, and holds second tier supervisory responsibility for the entire department; 2. Advises the Head of Department on the internal operations in the Department, oversees all staffing/personnel matters and operating procedures, including recruitment, deployment, internal Department structures, job descriptions, training and professional development; 3. Supervises tasking from the Head of Department, ensures the proper flow of information and undertakes coordination among the Public Administration, Election/Democratisation and Education Reform teams at policy level; 4. Advises the Head of Department on strategic planning, human resources management and budget allocation, ensures the Department' compliance with the OSCE project guidelines; 5. Ensures the Department's compliance with Administrative Instructions, Organisational Directives, and Staff Instructions; 6. Liaises with international organisations, government officials, other Mission Departments and civil society actors and makes sure the projects run by the OSCE are not overlapping with the ones run by other international organizations; 7. Performs other duties as assigned.
