Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Office of the Secretary General (OSG) plays a key role in supporting the Secretary General in the effective implementation of his/her mandate and specific tasks given to him/her by the OSCE participating States. This includes primarily assisting the Secretary General in his activities, serving as a focal point for liaison and support to the Chairperson-in-Office, and co-ordinating tasks across the Secretariat. It groups horizontal services such as Executive Management, Communications and Media Relations, Legal Services, External Co-operation, Security Management, Gender Affairs, Conference and Language Services, Central Records Management, and oversees the OSCE Prague Office. The OSG ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of Executive Management.

 

The External Co-operation Section is part of the Policy Cluster in the Office of the Secretary General and is the first point of contact at headquarters level for liaison and co-operation with international, regional and sub-regional organizations and institutions. It is also responsible for the strengthening and operationalizing of the OSCE’s interaction with the 11 states representing the Asian and Mediterranean Partners for Co-operation. The External Co-operation Section further contributes to policy analysis and advice, and supports the Secretary General and the Chairperson-in-Office in the development of OSCE strategies and policies.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Head, External Co-operation Section, the successful candidate will be tasked with the following duties:

  1. Acting as Liaison Officer for contacts with the EU institutions, the North Atlantic Treaty Organization (NATO) and other Brussels-based Organizations; following-up on programmes and projects; identifying areas of common interest and further opportunities for EU sponsorship; acting as a focal point for training delivered by EU institutions;
  2. Planning and organizing the annual EU-OSCE High-Level Meeting and the annual NATO-OSCE Staff Talks, and other activities relevant to international co-operation; coordinating internally with relevant Secretariat’s Departments for preparation of such meetings; providing organization support for meetings held in Vienna and Brussels; drafting statements and consolidated summaries and ensuring follow-up;
  3. Providing support to the Secretary General, Chairmanship-in-Office and the Secretariat’s Departments and Units with regard to their interaction with the EU and NATO; drafting EU and NATO-related parts of the section of the OSCE Annual Report on interaction with international, regional and sub-regional organizations; providing briefings, talking points, policy analysis, advice and other support to the Secretary General as requested;
  4. Conducting research, wiring background papers; compiling and editing working documents within the area of responsibility; representing the OSCE Secretariat in seminars and meeting of other international institutions; contributing to the OSCE Yearbook and other relevant academic publications;
  5. Making presentations and holding lectures on the role of the OSCE; contributing to outreach and raising the OSCE profile in Brussels;
  6. Acting as a main point of contact for the EU Delegation to the OSCE (EUDEL) and the NATO Liaison Office in Vienna;
  7. Assisting the Head of the Section in the managerial co-ordination of activities of the External Co-operation Section;
  8. Performing other related duties as requested.

Necessary Qualifications    
     
   
  • Second-level university degree in political science, international relations, business administration or a related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of eight years of directly relevant professional experience in governmental administration, international organizations or research institutions operating in the field of political science or other related field;
  • Experience related to security, co-operation and human dimension issues;
  • Professional fluency in English, both written and oral. Working knowledge of another OSCE official language is an asset;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, whilst remaining impartial and objective;
  • Ability to operate Windows applications including word processing, internet and other software applications.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7,883, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
