General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level univeristy degree in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in a relevant field desirable. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.

 

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • A minimum of 6 years relevant professional experience including at least 3 at a relevant managerial level;
  • Practical experience in the areas covered by the mandate of the OSCE Programme Office in Dushanbe in the politico-military, economic and environmental as well as human dimension of security;
  • Previous experience of working with results-oriented strategic planning and budgeting in all phases of project management and evaluation;
  • Strong reporting, presentation, communication and drafting skills; ability to produce comprehensive analytical reports including previous international work experience in this area;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate gender perspective into tasks and activities.
  • Excellent organizational skills, diplomatic and negotiating skills;
  • Demonstrated ability to lead a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in English and working knowledge in Russian, both oral and written; professional fluency in Russian is a strong asset;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Working knowledge of the Tajik language;
  • Experience of working in Central Asia and/or knowledge of the region;
  • Knowledge of OSCE principles and commitments, the OSCE Competency Model and the OSCE common regulatory management system (CRMS);
  • Previous international work experience and/or experience in field missions.
 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Head of Office (HoO) and direct supervision of the Deputy Head of Office (DHoO), the Senior Executive Officer performs the following duties:

  1. Supporting senior management on all matters related to strategic planning; analyzing and evaluating processes with the aim of enhancing programmes within the OSCE Programme Office in Dushanbe and developing best practices in this respect;
  2. Supervising, supporting and co-ordinating the work of all units and services under the Office of the Head of Office;
  3. Under the direction of the DHoO and in close co-operation with Heads of Departments and the Chief of Finance and Administration, ensuring the timely completion of the annual planning and evaluation processes including the Programme and Project Implementation Plans, Project Implementation Reports and the regular Programme Implementation Review;
  4. Requesting, collating and consolidating input for policy and planning documents, and project reports for DHoO and HoO;
  5. Advising and providing technical support to the HoO, DHoO and Programme Managers on the technical aspects of the development, implementation, monitoring and evaluation of project activities within the Office's thematic programmes as well as extra-budgetary projects;
  6. Serving as a Project Manager for all project activities carried out under the Office of the Head of Office Programme;
  7. Liaising, co-ordinating and supporting co-operation between the OSCE and parliamentary, governmental and non- governmental actors, as well as other international partners in Tajikistan;
  8. Supporting co-ordination and communication with the other OSCE field operations in Central Asia;
  9. Directly supervising ten national staff members in the performance of their duties;
  10. Performing other duties as required.
