General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Police administrative courses in relevant field and specialized subject area


Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Proven working experience in a supervisory or managerial position in a national police service
  • Proven experience in the implementation and management of community policing and community safety training courses for capacity building purposes, respective training needs assessments and evaluation of their effectiveness
  • Strong evidence of developing, managing, implementing and evaluating of community policing and community safety programmes and concepts
  • Proven experience in project management (planning, designing, budgeting, management and evaluation)
  • Ability to design, co-ordinate and implement developmental strategies, action plans and training plans to support community safety agencies/platforms and related security service partners
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity
  • Analyzing, drafting, reporting and presentation skills
  • Ability to operate Windows applications, including word processing and e-mail


  • Previous liaison experience with non-law enforcement organizations (e.g. local and / or central governmental agencies, social service bodies, and non-governmental organizations)
  • Knowledge of regional political history and development
  • Knowledge of OSCE principles, structures, institutions and field activities and commitment
  • Practical experience and/or working knowledge of EULEX, UN, NATO/KFOR and EU/EC bodies, as well as local institutions
  • Previous experience of working in a capacity-building role in South Eastern Europe
Tasks and Responsibilities

Under the direct supervision of the Chief of Community Safety Development Section, the Senior Community Policing Officer:

  1. Provides supervision, oversight and guidance to national staff, instructors and consultants;
  2. Conducts analysis of information, statistics and data to identify needs of the Kosovo Police (KP) in the area of community policing and crime prevention; recommends the course of action to be taken and implements this action, when required;
  3. Develops and implements comprehensive community policing training programmes for the KP to strengthen the skills of police officers and managers in building partnerships with communities and enhancing community engagement in a pro-active problem solving process;
  4. Supports the KP implementation of intelligence led policing (ILP) ensuring that the community policing agenda is incorporated into the ILP programme, through workshops, training and presentations;
  5. Supports the community policing agenda through its integration with other areas of specialized policing, including counter terrorism, riot control and tackling serious and organized crime;
  6. Assists, mentors and supports the KP safety activities and initiatives throughout Kosovo;
  7. Represents the Department in various forums to ensure co-operation, communication and best practice on community safety initiatives throughout Kosovo;
  8. Works in co-operation with local and international staff to provide capacity-building support of local public safety committees (LPSC) and municipal community safety councils (MCSC) to include: preparing and facilitating regular meetings; assessing their functionality; designing and delivering skills-based training; providing monitoring support;
  9. Drafts project documents and implements new projects (sourced internally or externally), and is responsible through all the stages of the project management cycle, based on the OSCE Project management Tool Kit;
  10. Liaises closely with the responsible counterparts in the OSCE Secretariat, as well as neighbouring field missions, local and international stakeholders of all kind;
  11. Drafts thematic, analytic and performance reports;
  12. Performs other duties as assigned.
