The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior Communications Assistant (Telecommunications IT) with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
The Incumbent will be under the direct supervision of the National Communications Officer and provides to the Mission a full range of Communications services in the area of telecommunications.
Incumbent is the Communications Assistant for the Mission. More specifically the Senior Communications Assistant (Telecommunications IT) is performing the following duties:
Assisting in planning, implementation, operation and control of all Main Office’s and Field Offices communications IP networks and Cisco devices in accordance with its mandate and in co-ordination with local authorities as required;
Ensuring adequate license management for the OSCE corporate mobility services. Holding records of the accounts created to support IP-Sec network deployment. Remotely administering and supporting of corporate smartphones/tablets;
Supporting of the detailed billing system for the traffic generated by internal extensions, GSM and Satellite telephones. Coordinating the accuracy and timely provision to the billing information to Payroll in HR;
Coordinating installation and maintenance of the Cisco communication equipment required for ongoing functioning of the VHF, GSM and other communications equipment in the offices, VHF repeater sites;
Coordinating the work of other Communication Assistants in HQ/Mission and in communication team in the field;
Preparing various reports on telephone costs and usage; billing for non OSCE-related (i.e. personal) communications and participate in technical surveys; perform periodic quality tests of IP telephony Systems (Cisco IP sec VPNs and GSM). Preparing training materials on the use of the various communication systems of the Mission and may be called to provide training;
Responsible for the installation and functioning of the IP telephone lines; handling any other issues related to the communications in the Office;
Coordinating support regarding Vehicle tracking systems;
Performing other duties as required.
Ukrainian citizenship or holding permanent resident status in Ukraine;
Completed secondary education supplemented by technical training in communications networks, switchboards, communications systems to include Internet protocol, VHF, GSM. Satellite systems;
Minimum 6 years working experience with telecommunication equipment with a experience with internet protocol systems such as routers and firewalls. Technical knowledge in IT areas, to include Microsoft Operation Systems and MS Office Applications;
Holding a valid driving license;
Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;

Monthly remuneration, subject to social security deductions is 1225.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security/ Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
