Tasks and Responsibilities |

|
|
The incumbent will be under the direct supervision of the National Communications Officer and provides a full range of Communications services to the Mission.
- Assist in planning, implementation, operation and control of all Main Office’s and Field Offices communications networks and devices in accordance with its mandate and in co-ordination with local authorities as required;
- Ensures adequate license management for the OSCE corporate mobility services. Holds records of the accounts created to support AirWatch deployment. Remotely administers and supports of corporate and BYOD (Bring your own device) smartphones/tablets. Keeps track of unused licenses and obsolete devices in AirWatch console;
- Support of the detailed billing system for the traffic generated by internal extensions, GSM and Satellite telephones. Coordinates the accuracy and timely provision to the billing information to Payroll in HR;
- Coordinates installation and maintenance of the communication equipment required for ongoing functioning of the Satellite, VHF/HF, GSM and other communications equipment in the offices and vehicles;
- Coordinates the work of other Communication Assistants in HQ/Mission and in communication team in the field;
- Prepares various reports on telephone costs and usage; billing for non OSCE-related (i.e. personal) communications and participate in technical surveys; perform periodic quality tests of Office’s Communications Systems (Satellite, HF, VHF, switchboards, leased lines, etc.). Prepares training materials on the use of the various communication systems of the Mission and may be called to provide training;
- Responsible for the installation and functioning of the telephone leased lines; handle any other issues related to the communications in the Office;
- Coordinates support regarding Vehicle tracking systems;
- Performs other duties as required, may be called to drive official vehicles.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of Ukraine;
- Completed secondary education supplemented by technical training in communications networks, switchboards, communications systems to include VHF, HF, GSM, Satellite systems;
- Minimum 6 years working experience with telecommunication equipment with a special knowledge in AirWatch, VHF/HF and also experience with satellite communication systems;
- Technical knowledge in IT areas, to include Microsoft Operation Systems and MS Office Applications;
- Holding a valid driving license;
- Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Cultural sensitivity and judgment.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. |
