General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience and knowledge in criminal justice, especially in the areas of fighting organized crime, capacity building of the prosecution and developing criminal justice reform policy
  • Proven ability to conduct legislative analysis and draft reports
  • Experience in programme and project management as well as in staff supervision
  • Professional fluency in the English language, both oral and written
  • Excellent communication skills
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities

Desirable:

  • Previous international work experience and/or experience in field missions
  • Knowledge of the OSCE or equivalent administrative regulations and practices
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Rule of Law and Human Rights Department, the Senior Co-ordinator for Rule of Law and Human Rights:

  1.  Supports the Head of Department in the overall management of the Department's staff and its projects in the areas of criminal justice, judicial system, economic transparency and human rights institutions in Serbia;
  2. Supervises and manages the Department's programmes/projects focusing on the criminal justice reform in Serbia;
  3. Formulates strategies and measures to enhance the effectiveness of the criminal justice sector in Serbia and advises the host country authorities accordingly;
  4. Prepares reports and analysis of relevant laws and legal practices, in co-ordination with the Head of Department, to the Head of Mission and Deputy Head of Mission, taking especially into account the compliance with relevant human rights standards and national legal system;
  5. Works closely with and provides advice to national authorities and NGOs, encouraging improvements in the administration of justice by proposing systematic changes to the legal and judicial systems in the Mission area, in close consultation with the Head of Department;
  6. Supports the Head of Department in administrative and personnel issues, including in the elaboration, implementation and supervision of the budget of the Department;
  7. Performs other duties as required.
