General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • First-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • First level university degree in political science, law, public/business administration, international relations, social sciences or related field or proven professional experience;
  • Minimum 6 years of relevant professional experience including minimum 2 years in a relevant field strongly preferred;
  • Working experience in co-ordination and liaison functions; 
  • Experience in analysis and reporting and in drafting and editing minutes, talking points and policy briefs; 
  • Demonstrated experience in working in the area of human rights;
  • Very good organizational skills;
  • Professional fluency in spoken and written English; 
  • Ability to operate Windows applications, including word processing, database, Excel and other Windows programs; 
  • Demonstrated ability and willingness to work as a member of a team and engage with people of different culture and religious backgrounds, different hierarchical levels as well as different gender and diverse political views while maintaining impartiality and objectivity; 
  • Demonstrated cultural sensitivity and judgment to local conditions and communities;
  • Flexibility and ability to work under pressure and within limited time frames.

Desirable:

  • Demonstrable project management experiences and courses/certification; 
  • Knowledge of the local languages;
  • Knowledge of the OSCE administrative regulations, rules, policies and practices; 
  • Working experience in planning and implementation of activities and events; 
  • Experience in the Western Balkans region.
 
 
 
 
Tasks and Responsibilities

*Subject to 2021 UB approval*

Under the direct supervision of the Director and Deputy Director of the Department, the incumbent will be responsible for:

  1. Co-ordinating and liaising with the Departments Sections in order to ensure effective co-ordination, communication and collaboration across the Department;
  2. Providing timely, coherent and co-ordinated information to the programmatic department Director and to the Chiefs of Sections;
  3. Compiling final Departmental inputs for Mission-wide tasks and submiting for approval to the Director;
  4. Taking minutes and notes from Departmental meetings and ensuring tasking out of Action Points from the Departmental meetings and from senior management meetings; monitoring follow-up actions resulting from the meetings (internal and external);
  5. Assisting the Director of Department in reviewing the Department's reports and other relevant documents;
  6. Providing methodological support to the Sections staff in conceptualizing reports, for both internal and external use, and proofreading compiled Sections inputs for the Departments weekly reports;
  7. In co-operation with the Sections and Mission clearance offices, ensuring timely preparation of briefing notes and other necessary materials for meetings, conferences, seminars attended by the Director of the Department, and where relevant, in co-operation with the Sections provide inputs to speeches to be delivered by Mission senior management, as per received instructions;
  8. Liaising and co-ordinating closely with the Mission clearance offices, DAS, Front Office, programmatic Sections and other Departments, as needed and in accordance with the SOPs in place (on clearance and on projects review);
  9. Liaising and ensuring regular co-ordination with the Mission Office of Central Co-ordination;
  10. Ensuring substantive preparation, review and drafting of various correspondences, identifying the responsible Section(s) for preparation of replies and feedback to be approved by the Director;
  11. Ensuring quality control of the Departments external documents, including consistency with the Mission policies on clearance procedures and with set tasks and instructions;
  12. Performing other duties as required.
