Background    
     
    The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Head of Office, the incumbent will be responsible for the following duties:

  • Providing executive assistance and support to the HoO daily activity;
  • Maintaining and updating the agenda of the HoO, including monthly and yearly calendars of all events relevant to the HoO and to the Office at large;
  • Making all necessary administrative arrangements related to the HoO travels, meetings, participation in relevant events in and outside of the country; assisting in organizing both internal and external events; ensuring access of external visitors to the meetings with HoO;
  • As requested by the HoO, arranging and co-ordinating meetings, notifying participants of time, date and subject matter;
  • Receiving all correspondence directed to the Head of Office and ensuring appropriate follow-up;
  • Drafting official correspondence and responding to official invitations addressed to the HoO;
  • Ensuring that documents of particular relevance to the HoO are fully retrievable, including HoO interventions, talking points, correspondence and activity reports; maintaining and updating physical and electronic archive of the Office official correspondence;
  • Providing necessary translation (Tajik, English, Russian) for the HoO related correspondence;
  • Answering to telephone calls addressed to the HoO by providing solutions or directing them to the HoO;
  • Maintaining communication with government officials, representatives of the political parties, NGOs bilateral embassies and International organizations as instructed by the HoO;
  • Entering Purchase Requisitions (PR) into the ORACLE system for the office of the HoO and preparing necessary budget and expenditure reports related to the HoO fund;
  • Assisting in producing and creating information and background material for visitors and delegations;
  • Acting as back-up for the Senior Assistant to the Deputy HoO;
  • Performing other duties as assigned.
     
Necessary Qualifications    
     
   
  • Secondary education supplemented by formal Courses in administrative functions and translation/interpreting is desirable;
  • Four years work experience in administration, executive support or another related field, part of which should preferably have been in an international environment;
  • Excellent oral and written communication skills in Tajik, English, and Russian languages;
  • Ability to work efficiently and accurately to tight deadlines;
  • Ability to work politely and co-operatively towards colleagues but with a maximum of discretion;
  • Computer literate with practical experience with Windows applications and ORACLE and ERP applications;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
