Mandatory:

Ability to establish contact and develop confident relations with government officials and institutions, as well as civil society

Masters degree in law, social or political sciences or in related fields is preferred

Proven experience in programme/project management in the field of anti-corruption or related subjects

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Flexibility and ability to work under pressure and with limited time frames

Professional fluency in the English language, both oral and written

Ability to operate Windows applications, including word processing and e-mail
Desirable:

Working knowledge of the Russian and/or Tajik languages

Experience in negotiation/mediation

Tasks and Responsibilities |
Under the immediate supervision of the Head, Economic and Environmental Department and overall supervision of the Deputy Head of Office, the Senior Anti-Corruption Officer will be responsible for the management of the Anti-Corruption Programme of the Office in Tajikistan.
Specifically, the Senior Anti-Corruption Officer will perform the following duties:

Identifies potential relevant programmes and projects and their subsequent implementation, monitoring and analytical reporting;

Manages the Office's Programme, which deals with capacity building, combating corruption and promoting good governance;
-
Assists the Field Offices and Tajik partners in developing, drafting (narrative and financial), co-ordinating and implementing projects within the Anti-Corruption Programme;
-
Promotes mainstreaming of anti-corruption measures within the Office's programmes and projects;
-
Drafts project proposals and monitors implementation of projects in the field;
-
Establishes and maintains close contacts on corruption issues with relevant agencies of the host government, universities, research institutions and NGO's, as well as international organizations; participates in donor co-ordination meetings;

Maintains contact and exchanges information with the Office of the Co-ordinator of Economic and Environmental Affairs in the Secretariat;
-
Assesses and reports on good governance issues relating to the Office's mandate to foster discussions within the OSCE on corruption problems in Tajikistan, their causes and potential consequences;

Assists in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
-
Performs other duties as required.
