General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Second-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
Experience working with human rights, minority or gender issues
Demonstrable organizational, analytical, communication and interpersonal skills
Experience in drafting reports
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Second-level university degree in a relevant field
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Second-level university degree in law, human rights, political science, international relations, arts and cultural heritage, or any other related field; alternatively, a university degree in any of the aforementioned areas together with, at least, six years of working experience relevant for the position;
Six years of relevant work experience or coordinating role in the implementation of activities, monitoring and reporting, policy-making or legislative drafting, in the area of human rights, property rights, cultural heritage or inter-cultural dialogue;
Good knowledge of the main international human rights instruments;
Strong analytical and problem solving skills;
Professional fluency in spoken English language;
Excellent drafting and analytical skills in English language with the ability to plan, elaborate, produce and review reports for publication falling within the programmatic priorities of the section;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and judgement;
Flexibility and ability to work under pressure and within limited time frames; and
Ability to operate windows applications, including word processing and e-mail.
Demonstrated knowledge of practical application of international human rights standards in his/her field of work, or standards related to cultural heritage protection or methodologies to foster inter-cultural dialogue related activities;
Experience in drafting project proposals;
Experience in the reviewing of draft legislation;
Knowledge of any of the local languages or most common lingua franca spoken in the mission area;
Knowledge of the regional political situation and the legal system in the mission area; and/or previous experience in OSCE field missions, preferably in South Eastern Europe.
Tasks and Responsibilities
Under the direct supervision of the Chief of Section (Property, Cultural Heritage and Inter-Faith Dialogue section), the incumbent will be responsible for:
Acting as a main focal point on program activities and developing and implementing policies related to human rights, property rights, cultural heritage, interfaith or intercultural dialogue, as instructed by the supervisor;
Being in charge of the planning and of the implementation of project activities as directed by the supervisor;
Drafting, reviewing and analysing primary and subsidiary legislation, policy documents, internal and external reports in areas under the Sections portfolio, as instructed by the supervisor;
Advising the Chief of Section and the management of the Department on the situation in areas under the Sections portfolio, monitoring developments and identifying required actions;
Identifying and analysing capacity building and awareness raising needs in her/his area of responsibility and providing support to the supervisor in identifying advocacy areas for the Section, the Human Rights and Communities Department;
Identifying relevant stakeholders and maintaining regular contact with them, through the establishment of adequate fora as considered appropriate;
Providing programmatic advice and training to OSCE staff in the field human rights, on interfaith or inter-cultural dialogue, property rights, or cultural heritage-related issues, as requested;
Representing the Section in meetings, seminars and/or conferences as considered appropriate;
