General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Significant experience as an adviser in the executive or legislative branch of government or in an independent institution
  • Advanced understanding and experience of parliamentary functioning and/or civil service development in societies in transition
  • Experience in coaching and monitoring, and in preparing analytical reports
  • Demonstrated project management and programme development experience
  • Demonstrated ability to create relationships of trust with local counterparts
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail
  • Knowledge of the political environment of the OSCE Mission in Kosovo, including its mandate, and the structure of the international community present in Kosovo
  • Knowledge and understanding of South East European politics and affairs
  • Flexibility and ability to work under pressure and with limited time frames


  • Knowledge of  the local language or most common lingua franca
  • Previous experience in field missions, preferably in the South East European region
  • Experience in negotiation/mediation
Tasks and Responsibilities

Under the direct supervision of the Chief of Central Assembly and Independent Institution Section, the Senior Adviser on Independent Institutions will:

  1. Provide expert advice to further the strengthening of the Assembly's oversight of the government, including an impartial and professional civil service in Kosovo to the benefit of all communities;
  2. Support the Assembly's interaction with and oversight over independent institutions, such as the Independent Oversight Board and/or the Auditor General, including by advising on legal, financial, organizational and non-discrimination matters;
  3. Monitor the performance of independent institutions and their oversight tasks as per applicable regulations, with a special focus on good governance principles and community rights, non-discrimination and impartiality;
  4. Advise the Assembly to effectively interact with all independent institutions (including the Ombudsperson Institution and the Independent Media Commission) in ensuring impartiality and compliance with basic human rights and good governance standards and to oversee the budgets of independent institutions;
  5. Report and draft recommendations to the OSCE Mission on its policy towards independent institutions which report to the Assembly, with specific focus on mechanisms to strengthen the rights and interests of non-majority communities through the work of independent institutions;
  6. Performs other duties as assigned.
