General Minimum Requirements
The general minimum requirements for working with the OSCE are: Excellent physical condition Possession of a valid automobile driving license and ability to drive using manual transmission Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure




Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are: University degree in educational sciences, social sciences or related fields Experience in educational field at an international level, either educational planning and administration, public education, teacher training, multi-lingual/ethnic teaching including curriculum harmonisation and teaching plans, or professional experience in a ministry of education or a teachers union Proven project management experience, including planning, budgeting and evaluation techniques Experience in liasing with specialised local and international agencies and bilateral donors




Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education: Advanced degree in a relevant field Experience: Minimum 6 years of relevant professional experience




Mission Specific Requirements
Additionally, this particular post has specific requirements: Mandatory: Significant experience in the field of Higher Education Relevant professional experience in policy, planning and strategy implementation, and capacity building Experience in programme management and preparation of analytical reports Professional fluency in the English language, both oral and written Experience of working in developing and/or transitional environments Desirable: Experience in negotiation/mediation; programme experience in developing and/or transitional environments Some knowledge of OSCE principles and commitments Knowledge of the local language(s) or most common lingua franca Leadership and team building skills




Tasks and Responsibilities
Under the direct supervision of the Co-ordinator of the Higher Education Unit/Senior Adviser on Higher Education, the Senior Adviser on Higher Education/Academic Management: Acts as the Deputy Co-ordinator of the Higher Education Unit and assists the Higher Education Co-ordinator in the daily management and administration of the Unit; Advises the leadership of public universities in Kosovo on current higher education trends and reforms in line with the Bologna process and quality professional development programmes; Assists and advises relevant student and youth support institutions and mechanisms within and linked to public universities; Develops, implements and evaluates higher education projects in support of non-Albanian communities and youth; Assists university and project stakeholders in establishing co-operation mechanisms with other European networks at regional and European levels; Prepares project and higher education policy narrative reports and liaises with all relevant local and international stakeholders in the higher education field; Performs other duties as assigned.
