The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The High Commissioner on National Minorities (HCNM) was established as an Institution of the OSCE in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. HCNM is currently looking for a Senior Administrative Officer who will be responsible for advising the HCNM on managerial, financial and administrative issues.
Tasks and Responsibilities
Under the direct supervision of the High Commissioner on National Minorities (HCNM), the Senior Administrative Officer will, as part of the HCNM's management team, be responsible for:
Advising the HCNM's senior management team on strategic planning issues, notably Performance-Based Budgeting (PBPB);
Managing all administration and support functions, including Finance, Human Resources, Information and Communication Technology, Procurement, Logistics, Information Management and Security in The Hague and the field;
Contributing to strategic planning, including preparation of the HCNM budget; providing guidance on priorities, objectives and strategies to achieve objectives; tracking progress during the implementation phase and recommending corrective actions, when necessary;
Managing of financial resources, including the certification of expenditures;
Formulating and implementing control procedures to safeguard resources and ensuring accountability at all levels;
Advising the High Commissioner on administrative policies and management issues, including finance, procurement and logistics;
Drafting internal human resources policy and advising senior management on staffing and professional development issues; administering all recruitments and participating in interviews;
Overseeing project activities and administration of project related contracts which are implemented throughout the OSCE region;
Advising the High Commissioner on all security and safety issues as security focal point;
Co-ordinating support for events, conferences and visits throughout the OSCE region;
Overseeing liaison with the host country authorities on all matters affecting the HCNM, notably building management and protocol issues;
Performing other related duties as assigned.

Second-level university degree in business/public administration, management, or a related field with specialization in finance and accounting; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
A minimum of eight years of progressively responsible professional experience at the national and international level, including at least five years at the international level;
Professional experience in managing projects and dealing with project funding would be desirable;
Ability to provide leadership and plan the work of the staff responsible for diverse administrative and financial operations;
Professional fluency in the English language, with good drafting skills; knowledge of other OSCE working languages would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Ability to identify complex problems and take corrective action; excellent oral and written communication skills;
Ability to operate Windows applications including word processing and databases; practical experience in ORACLE would be an advantage;
Ability and willingness to work as a member of a team, with people from different cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity.

Monthly remuneration will start at approximately EUR 6,376 depending on post adjustment and family status. OSCE salaries are exempt from taxation in the Netherlands. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other additional allowances and benefits are similar to those offered under the United Nations Common System.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
