General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Experience with security plans or warden system
  • Experience of working in a security-related environment
  • Police and/or military background
  • Proven investigative skills
  • Leadership skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Previous international field experience
  • Experience with working in database management
  • Holder of a 'C' category driving licence
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Mission Security, the Security Officer:

 

  1. Supports and advises the Directors of the Regional Centre on all security matters pertaining to the OSCE Mission in Kosovo and its Field Offices;
  2. Advises the Head of the Regional Centre on special security arrangements and plans and ensures their implementation;
  3. Liaises with the Headquarter's (HQ) Mission Security and Safety Department on the threat level in the area of responsibility;
  4. Establishes contacts and negotiates with other organizations operating in the region on matters of protection, defines security levels, and co-ordinates subsequent action;
  5. Co-operates with the Building Management Services Section and HQ Mission Security and Safety Department on security assessments of the Mission premises and its implementation and upgrading;
  6. Develops and implements procedures and conducts regular inspections of Mission premises to ensure the physical safety of staff;
  7. Ensures that the overall security plan of the Mission is implemented and functioning within the area of responsibility;
  8. Is responsible for investigating accidents and incidents related to OMiK staff and premises;
  9. Assists in developing guidelines in streamlining procedures to be followed by security staff;
  10. Provides regular staff training to enhance their performance and skills;
  11. Organizes and supervises possible evacuation resulting from e.g. fire or bomb threats in close co-operation with the Kosovo Police, Fire Brigades and OMiK's Fire and Safety Department;
  12. Performs other duties as required.

 

* Note: The level of the post is subject to approval within the next budget submission.
