Background
     
    Under the general supervision of the National Security Officer and direct supervision of the Senior Security Guard an incumbent safeguards staff, visitors and property of the Mission.
     
Tasks and Responsibilities
     
   
  1. Performs the tasks related to ensuring the security and protection of persons and property at the Office;
  2. Controls the entry and exit of persons, checks identification cards and admits visitors; patrols premises and reports suspicious or unusual circumstances;
  3. Requests the identification and authorization for entry from unknown persons and, if necessary, prevents entry after referral to a higher level authority;
  4. Watches/monitors permanently the premises of the Office;
  5. Ensures the operation of security video-surveillance system, security alarm system, communication system, fire alarm system, generator, as well as office heating system;
  6. Conducts the established fire and safety patrols throughout the building, inspects and reports fire hazards, defective technical installations, lighting, alarm systems, reports to immediate supervisor any unusual circumstances;
  7. Receives and delivers the pouch, follows simple building maintenance problems;
  8. Assists in the conducting of the drills for staff members and in the building evacuation exercises; 
  9. Assists in the implementation of emergency response plans including liaison with Kyrgyzstan emergency services (police, fire, ambulance);
  10. Assists with the investigation of incidents;
  11. Performs additional duties when required upon approval of National Security Officer.
     
Necessary Qualifications
     
   
  • Completed secondary education, trainings related to the position;
  • Minimum two years of military/police service or two years of related work experience as a security guard preferably in international organizations;
  • Knowledge of security rules and regulations; administration of first-aid treatment, the use of emergency equipment, firefighting equipment, CCTV systems and other security related equipment;
  • Basic knowledge of defensive actions to perform limited intervention assignments;
  • Ability to work with people of different nationality, religion and cultural background;
  • Ability to communicate effectively and with tact;
  • Excellent written and oral communication skills in Russian and Kyrgyz, working knowledge of English is an asset;
  • Computer skills/Basic knowledge of Microsoft package is an advantage;
  • Capability of handling a stressful situation;
  • Ability to work irregular (extra) hours;
  • Physical fitness and driver's license.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 527.5 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
