Background

This position is open for secondment only. Participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the High Commissioner on National Minorities are not entitled to a Board and Lodging Allowance payable by the OSCE.

The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. The Personal Assistant to the High Commissioner supports the High Commissioner.

 
 
 
 
Tasks and Responsibilities

Under the supervision of the High Commissioner on National Minorities and in close co-operation with the Personal Advisor to the High Commissioner, the incumbent performs personal assistant functions for the High Commissioner and the Personal Adviser to the High Commissioner. The Secretary HCNM will more specifically be tasked with:

  1. Screening incoming correspondence addressed to the High Commissioner Management Team, attaching background material to any important correspondence for the High Commissioner's attention and forwarding mail to appropriate officers for further action, maintaining log books;
  2. Checking all outgoing correspondence/documents submitted for the High Commissioner's signature or approval for format, completeness, as well as ensuring dispatch in a timely and correct manner;
  3. In co-ordination with other staff in the Office, supporting the maintenance of the High Commissioner's and Personal Advisor's daily and long-term calendar and assisting with the arrangement of appointments with high-level officials and other counterparts;
  4. Making travel arrangements for the High Commissioner and Personal Advisor to the High Commissioner, preparing travel authorizations, ensuring that visas and travel documents are in order; completing travel claim forms;
  5. Receiving visitors, placing and screening telephone calls and responding to routine and non-technical requests for information for the High Commissioner;
  6. Maintaining the Office's records and filing system;
  7. Arranging internal and external meetings, including those with high-ranking representatives of participating States, specialized agencies or senior officials;
  8. Co-ordinating with other Administrative Assistants in the work area, ensuring that the office is covered at all times and that the workload is evenly distributed;
  9. Taking minutes of meetings, as required;
  10. Performing other related duties as assigned.

Necessary Qualifications
  • Completed secondary education;
  • At least four years of clerical and administrative experience, preferably in an international setting;
  • Computer literate with practical experience in Microsoft applications;
  • Knowledge of databases or ERP systems, such as Oracle is desirable;
  • Professional fluency in English, including excellent oral and drafting skills;
  • Working knowledge of Italian is desirable;
  • Knowledge of another official OSCE language would be an asset;
  • Ability to establish and maintain effective working relations with people of different cultural and religious backgrounds, different gender, and diverse political views, while remaining impartial and objective;
  • Proven interpersonal skills.
