General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University education in law
  • Field experience in a related professional area
  • Experience in drafting reports
  • Advocacy, mediation and negotiation skills
  • Ability to operate windows applications, including word processing and e-mail
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Experience in project management and design

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Previous work experience in South-Eastern Europe and knowledge of the regional context
  • Prior experience or professional exposure to criminal justice and international law is a distinct advantage
 
 
 
 
Tasks and Responsibilities

Under the direction of the Chief of Rule of Law Unit and Senior Rule of Law Officer/Judicial Reform (SRoLO), the Rule of Law Officer:

  1. Monitors the proceedings in high profile cases as required;
  2. Advises and assists the SRoLO in designing and developing project proposals and project research, facilitates the implementation, organization and management of projects in the field of legal systems reform;
  3. Reviews project proposals from non-governmental organisations and professional associations relevant to the Mission`s judicial reform programme;
  4. Assists in the design and implementation of strategies for judicial reform and criminal justice in the host country in the framework of the Mission`s judicial reform programme;
  5. Liaises with officials at the Ministry of Justice, courts, prosecution, professional associations and NGOs;
  6. Co-ordinates with other international organisations working in the field of judicial reform; represents the Mission at meetings with government representatives, International Organizations and NGOs when appropriate; organises such events and meetings;
  7. Conducts legal research on international and domestic legal standards relevant for judicial reform activities as well as other issues of concern to the Mission;
  8. Conducts research and analyses on trends and patterns in the legal system and ad hoc Rule of Law issues;
  9. Provides advice to the SRoLO on Judicial Reform related issues;
  10. Assumes other duties as assigned.
