Field of Expertise Requirements |
The general minimum requirements for working in this field of expertise are:

University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)

Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.

Knowledge of courtroom proceedings and criminal law and procedure
-
Knowledge of international legal procedure standards and instruments
-
Demonstrable organizational, analytical, communication and interpersonal skills

Level of Professional Competence Requirements |
Furthermore, this level of responsibility requires the following:

First level university degree or equivalent experience
Experience:
Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Additionally, this particular post has specific requirements:
Mandatory:

University education in law, international law and human rights law

Experience in reviewing legislation, drafting policy documents, project proposals and thematic, narrative and financial reports

Advocacy, mediation and negotiation skills

Ability to operate windows applications, including word processing and e-mail

Professional fluency in the English language

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Cultural sensitivity and judgement

Flexibility and ability to work under pressure and with limited time frames
Desirable:

Knowledge of the local language or most common lingua franca spoken in the mission area

Previous work experience in South-Eastern Europe and/or with OSCE missions

Tasks and Responsibilities |
Under the direction of the Head and the Deputy Head of Rule of Law Department and the Senior Rule of Law Officer, the Rule of Law Officer:
-
Advises and assists the Senior Rule of Law Officer in designing and developing policy documents, project proposals and project research;
-
Facilitates the implementation, organization and management of projects for the Rule of Law Department's Legislative Reform Programme;
-
Reviews project proposals from non-governmental organisations and governmental institutions relevant to the Rule of Law Department's Legislative Reform Programme and solicits voluntary contributions from OSCE member states;
-
Advises and supports the National Authorities, Ombudsman Institution and NGOs in the field of human rights protection and promotion to enhance their effectiveness and sustainability;
-
Supports the development, implementation, monitoring and evaluation of anti-discrimination, human rights, and law-making related policy documents and projects together with the Government bodies and Civil Society;
-
Collaborates with other international organisations and NGOs working in the field of institutional development and capacity building, Government bodies, and the judiciary;
-
Conducts legal research and analyses of international and domestic legislation; conducts research and analyses on trends and patterns in the legal system and ad hoc Rule of Law issues;
-
Supports the Senior Rule of Law Officer in organizing and managing the workload of the Legislation Reform team;
-
Performs other duties as required.
